  • 12 Oct 2021 in Senate: chiefs’ offices get them. Our system of Government goes to the grassroots. If an assistant chief had an ID card lying in his office, I am sure if they pronounced themselves on those issues in a baraza people would go for them. Some chiefs and assistant chiefs will put conditions that one can only get their ID if they do this and that. Mr. Temporary Speaker, Sir, I request time and space to say something I saw in the Daily Nation newspaper today saying that my party the Orange Democratic (ODM) has already assured me of a ticket to contest ... view
  • 7 Oct 2021 in Senate: Thank you, Mr. Speaker, Sir. I will be very brief. Let me also join my colleagues in welcoming the MCAs from Nandi County. Without doubt, Nandi is a county of heroes. I say so because when this country was being colonized by the White people, one of the greatest resistance movements against colonialism came from a respected leader from Nandi known as Koitalel Samoei. It is good that you are in this Chamber. One of the greatest contributors in this Parliament over the years was a Nandi gentleman, a lawyer, one of the most virulent sons of Kenya to have ... view

  • 7 Oct 2021 in Senate: Otherwise, let me not take too much time. Welcome and I hope we will, in future, have conversation and probably visit your county before we go into the elections; visit the county assembly and have an opportunity to talk to you. Thank you, Mr. Speaker, Sir. view
  • 7 Oct 2021 in Senate: Mr. Temporary Speaker, Sir, there is a matter which has really taken our time. We have had Kamukunjis about the formation of the Committee on Devolution and Intergovernmental Relations. I am afraid if we go at this rate, this Committee will have another one week without a meeting. The Chairman is here; I think they have not met for three months. We had a Kamukunji this morning to discuss that issue. I am afraid at the rate we are going this matter may end up coming again next week. I can see the Senator of view

  • 7 Oct 2021 in Senate: Kericho laughing. I plead with Sen. (Dr.) Musuruve. We have Members of the Senate who are not in a single Committee. The Notice of Motion that has been given tried to address that problem. Sen. M. Kajwang’ who is the Chairperson of the Committee had risen on a point of order. I plead with you that we deal with the matter and we can come back to Sen. (Dr.) Musuruve. view

  • 6 Oct 2021 in Senate: Mr. Speaker, Sir, I think the Senator for Bungoma County has raised a very important issue. As you may recall, in making the Constitution 2010 in the context and background that Kenya in the first 20 years or so was burdened by borrowing, some of that borrowing was not being overseen or oversighted or approved by Parliament. For that reason, provisions were made in Article 211(1) of the Constitution on borrowing by the national Government. Article 213 is on loan guarantees by the national Government in relation to county governments. Whenever there is the issue of borrowing – if we ... view
  • 6 Oct 2021 in Senate: Mr. Speaker, Sir, out there in public political platforms, we like saying that we are borrowing on behalf of unborn children. Those children that will be born from tomorrow are carrying the debts of our spending. To that, we owe our responsibility. I would entirely agree that - probably because of its importance and significance - you direct that the Committee seizes this matter and comes out with its observation, if not recommendations within the shortest time possible. view
