Thank you, Mr. Speaker, Sir. Normally, when it comes to travel of a Head of State, I think that there is standard protocol. For a Head of State to go through a warzone there should either be a military escort by aircraft, whether from the domestic country’s own national air force or any of the authorities which are in control of that airspace. Truly speaking, I would rather have this Head of State than any other if he has to come from the Jubilee Coalition. That is why I am asking this question. Secondly, I think that we should not take for granted what the Senate Minority Leader has said; that it has been in the media that the host of that conference is someone by the name Mr. Milken. On a point of order, Mr. Speaker, Sir. This Standing Order is not put in the negative. It does not say you shall only refer to another Senator as Senator only. It just says you shall refer, but it does not say you shall not refer. There is nothing put in the negative. So, it is not exclusive. The rules of interpretation are very clear.

Mr. Speaker, Sir, I also want to make an appeal on behalf of the people of Narok. These people have been left in a very difficult situation. We have circumstances where the whole of Narok rose up to register their complaints by organising a demonstration led by the leaders in Narok including the distinguished Senator for Narok. During those demonstrations, one Kenyan lost his life. The matter has not ended. There are court proceedings that will go on for another year or so. On a point of order, Mr. Speaker, Sir. Actually, I should not be commenting because you hit the nail on the head by saying that this Motion has been approved by the Speaker. What worries me is that the distinguished Senator who raised this matter is a Member of the Speaker’s Panel and he should not be seen to be undermining the authority of that office. Mr. Speaker, Sir, I stand to express the tragedy of Kisumu County because, at this rate, the county may become non-existent. Now that there is oil that has been discovered in Kisumu, I am afraid that the distinguished Senator from Nandi may even claim kit mikayi. There are many things there. If he continues claiming them, he may be cursed. The point I am making is that there are issues about boundaries which cannot be resolved.
