On a point of order, Madam Temporary Speaker. Are you comfortable for it to go on record that the Speech given by the distinguished Senator could be characterized as careless talk and yet as far as I am concerned, that speech stood without any questions? I do not think it was characterized as careless talk. Is it in order to characterize the speech of another distinguished Senator to be careless talk?

On a point of order, Mr. Temporary Chairman, Sir. The distinguished Senator for Nandi County, whom I really respect, especially when it comes to procedure and decorum, just crossed the Table here when he should go right up to the Bar. More importantly, I saw the Deputy Speaker - as the acting Speaker - just leave the Chair; he then went and sat as an ordinary Member. He should take with him the authority of that Chair outside the Chamber and come back as an ordinary Member.

On a point of order Mr. Deputy Speaker, Sir. I am just wondering as to procedure under Article 132 of the Constitution, which covers the functions of the President in relation to the Presidential Address, which as everybody knows, was given last week. But under Article 132(1)(c), what is required is that there should be a report in an address to the nation on the measures taken. What is done to that report is required under (ii); “publish in the Gazette the details of the measures and progress under sub-paragraph (i)” I am just wondering whether that report has been ...

On a point of order, Mr. Deputy Speaker, Sir. Anything that is put before this House must meet constitutional test. You cannot, for example, elect somebody to Parliament and before gazettement you say that publication to the Kenyan Gazette need not be prior or after. The only way that a Member of Parliament can be sworn in is after publication of the results of any general election; parliamentary or presidential elections. On a point of order, Mr. Deputy Speaker, Sir. I do not intend to take issue with your ruling and that matter is really settled as far as I am concerned. Only to add that it should not be seen that I am raising this point of order with any ulterior motive. I am also willing and ready to debate that Motion. On a point of order, Mr. Deputy Speaker, Sir. For the purposes of record of this House, the word “nigger” is not a very good word to use against our brothers in the United States of America (USA). I think that everytime there has been a speech or any literature on the two categories of Negroes or black people, they have referred to them as the “house Negro” and “field Negro.” The moment we use the term “nigger” and it gets to the record of this House, we would be casting aspersions on a race we associate with.
