But I have had occasion to look at the Education Act, which makes it clear that a public school is any school that receives assistance, not just complete funds, but even so long as they are benefitting from the public coffers or from the largesse of the Minister for Finance. I have a copy of these proceedings. Any suit against the Kenya Government is normally instituted against the Attorney-General. So, these were not proceedings against the Government as I understand it under the civil procedure rules, or the Government Proceedings Act.
