  • 15 Aug 2012 in National Assembly: Mr. Speaker, Sir, in response to the hon. Member for Gichugu, I wish to say that the criteria used was the establishment of the population of the various communities who live particularly in Kwanza Constituency. Therefore, it is not a surprise that members of the Turkana community would have a higher number than other communities, save the Luhyas, who are the dominant community. This was done through a process of consultations and several barazas. I want to assure the Members of the House that when I visited the area at the time of issuing the letters of allotment was met ... view
  • 15 Aug 2012 in National Assembly: Mr. Temporary Deputy Speaker, Sir, I beg to second. I will only emphasize that we have no choice because of the constitutional timelines. Some of these Bills are critical and should get to the Committees as early as possible to interrogate them. Some of these Bills are already a matter of discussion in the media and within the members of the public. The sooner they end up with these Committees, the better, so that we could have a full discussion and report to the House on both the content of the Bills and what this House should do. Mr. Temporary ... view
  • 7 Aug 2012 in National Assembly: Your Excellency the President of the Republic of Kenya and Commander in Chief of the Defence Forces; the hon. Speaker, the hon. Deputy Speaker; the hon. Deputy Prime Minister, hon. Uhuru Kenyatta; the Commissioners. I have been asked by the Prime Minister to read this very short Statement. He is out on official business in the United Kingdom including witnessing the closure of the Olympic Games in which Kenyans are participating in a big way. I join on this occasion to salute the House and hon. Members as we mark this achievement of the opening of this ultra modern chamber ... view
  • 28 Jun 2012 in National Assembly: On a point of order, Mr. Deputy Speaker, Sir. I heard what was going on over the radio and I felt I should say something about this. I am saying it because many lives have been lost including those of hon. Members of this House and no answers have come out at all. We cannot continue to be in a situation where we are only good at giving assurances but everything that we do leads to the opposite direction. So, whereas I agree that the Government will do everything possible in order to unravel the cause of these deaths, I ... view
  • 28 Jun 2012 in National Assembly: Madam Temporary Deputy Chairlady, I support the deletion, but not for the reasons that are in the Memorandum. Madam Temporary Deputy Chairlady, it is only by extension of the reason in the Memorandum that I can come to the conclusion that there is some merit in the deletion, probably by the reasons given by His Excellency the President. What we should look at is not the fact that there are issues pending in court, because the separation of powers stated clearly that on issues of legislation, Parliament is sovereign. That cannot be undermined. It is just like even on matters ... view
  • 28 Jun 2012 in National Assembly: On a point of order, Madam Temporary Deputy Chairlady. Just as a matter of record, who is hon. Benja? I do not seem to know this? view

  • 28 Jun 2012 in National Assembly: Mr. Deputy Speaker, Sir, I wish to inform the Minister for Medical Services, who is on the Floor. view
  • 28 Jun 2012 in National Assembly: Mr. Deputy Speaker, Sir, when I heard the Minister talking about the Chairman of the Committee having gone to his office to look for business, contrary to what the Chairman of the Committee concluded, I understood the Minister as simply saying that Dr. Monda is a good businessman who cannot let an opportunity for business to pass. I would also follow Dr. Monda’s footsteps. That is what I thought the Minister was saying. view
  • 28 Jun 2012 in National Assembly: Mr. Deputy Speaker, Sir, I second. view
