  • 25 Apr 2012 in National Assembly: Madam Temporary Deputy Chairlady, I beg to move: THAT, Clause 107 be further amended- By deleting the words “the Commission in trust for” after the words “shall register” and substitute therefor “shall register in the name of the county and national governments as the proprietors of public land in the area.” I do not know whether that makes sense. On part (b) of the amendment, also, it will be very dangerous to have the Commission registered as the proprietor of trust land and unregistered community land.   • 25 Apr 2012 in National Assembly: Madam Temporary Deputy Chairlady, I agree that Clause 107 be amended as proposed but do not have the words contained in (b) because it is rather complicated. I am now putting into focus what Ms. Karua is saying. The Constitution does not contemplate the National Land Commission playing any role other than registration and even administering community land. So, I propose that that issue comes under the Community Land Bill which is still proposed. view
  • 25 Apr 2012 in National Assembly: Madam Temporary Deputy Chair, there is some cocktail of legislation which has gone through this House where you find this particular provision, but I think it is totally unnecessary because of the constitutional provisions, especially in Chapter One. I agree with the Committee. view
