2 Nov 2011 in National Assembly:
Mr. Speaker, Sir, hon. Kenyatta has said that I better use the word “waffle”, but I will obey your directive. I withdraw the word “wobble”, but let him put the show on the road so that we can deal with something.

2 Nov 2011 in National Assembly:
On a point of order, Mr. Deputy Speaker, Sir. Whereas the issues that are being brought out by hon. Mungatana are matters which he takes caution and time on--- One should look at the practice that a Constitutional Bill cannot be amended. I think that goes without saying; you either pass it or you do not. So, I have a lot of sympathy in what he is saying. But I just thought the use of the word “trickery” was not proper. He is raising very weighty issues and I think--- Do not hurry; just take your time. The Cabinet made ...

11 Oct 2011 in National Assembly:
Thank you very much, Mr. Temporary Deputy Speaker, Sir. I will try to be as brief as possible. I know we have already debated the Police Service Commission Bill. However, I am not sure if it has been assented to by the President. If it has, then the issues on the terms and conditions of service of the police or other matters that affect the police, I will not dwell on that because they are appropriately addressed by that legislation because we did give our views during the presentation for debate of that particular Bill. I would also wish to ...

6 Sep 2011 in National Assembly:
Thank you, Mr. Temporary Deputy Speaker, Sir. I beg to second and support this Bill. First of all, I would like to congratulate the Minister for the work he has done in reforming the police not only by engaging in the exercise of carrying out the reform as a consequence of the promulgation of the new Constitution, but even before we started the Constitution making process, the Minister was already engaged in this important work of trying to bring reforms to the police. This is a very important phase in our history because in the past years there was belief ...

6 Sep 2011 in National Assembly:
Mr. Temporary Deputy Speaker, Sir, I was going to be very brief. This to me is a very important Bill because it operationalises that Commission which is the force behind the police force as established under the Constitution. I am glad to say, in conclusion, that I am very happy that on the enactment of this Bill, we shall never have another police force that will be under the direction and control of any particular individual or any interest other than being under the direction of the Constitution and the law. I think this is something that those who have ...

6 Sep 2011 in National Assembly:
On a point of order, Mr. Temporary Deputy Speaker, Sir. This is an important point. He is trying to create the impression that the Minister has not taken account of fairness in appointment and recruitment. However, if you read the law it says that the Commission is subject to Chapter 13.

1 Sep 2011 in National Assembly:
Mr. Speaker, Sir, I beg to reply. First, I will apologize because there was an answer that I had given earlier. I do not know whether the hon. Member got it, but it was overtaken by events. It was an outdated answer. The answer I have now is as follows:- (a) Yes, I am aware that parcel No.Inoi/Kerugoya/250/275 measuring 0.507 hectares and not 0.527 hectares as alleged by the hon. Member, was irregularly allocated to one Edward Mugo Munene. The plot is located within the precincts of the Kerugoya District Hospital. (b) The Government, through the Provincial Administration, that is ...
