  • 14 Oct 2010 in National Assembly: Mr. Deputy Speaker, Sir, if the Chair cannot give directions on this, then it means that any time, any matter can come; I can be slaughtered any time. Mark you, the new Constitution that we have passed says that every state authority and every public body or institution is obliged to abide by the Constitution, which includes the Bill of Rights. view
  • 13 Oct 2010 in National Assembly: Mr. Temporary Deputy Speaker, Sir, I wish to commend the Minister for the able manner in which he has moved this Bill. In fact, when it comes to the content, details and process of the Bill, one would not really have anything more to add. Mr. Temporary Deputy Speaker, Sir, I am glad to be seconding this Bill in this very Chamber. As I said last time, this Chamber has had many historical moments when our own founding fathers were demanding a new Kenya based on a new constitutional order. Those battles ended up in Lancaster where we had a ... view

  • 5 Oct 2010 in National Assembly: Thank you. Mr. Speaker, Sir. I would like to second this Motion. In seconding this Motion, I would like to say that more than any other Parliament; this Tenth Parliament has a historical duty for which, so far, we have measured up to the occasion. We have rose to the occasion. The First Parliament was dealing with the transformation of Kenya from a colonial state to an independent State. If you look at the annals of this House, the debate that took place in this House in the first year after Independence, you will see that there were Bills to ... view
  • 26 Aug 2010 in National Assembly: On a point of order, Mr. Speaker, Sir. I started listening to this debate elsewhere and I was agonizing over this issue. It is important that as a Parliament that will exist in two republics; the First Republic and the second Republic, that, that transition is managed in such a way that shows the road map that the era in which anything goes is over and done with. When I was reading the provisions as read out by hon. Ruto, as a lawyer, I am bound to read those provisions for what they mean rather than what I want them ... view
  • 12 Aug 2010 in National Assembly: Mr. Speaker, Sir, I was looking for Mr. Mututho because I have a problem with this Question. It does not directly fall under my mandate, although I should not make an excuse. However, as early as March this year, we had informed the Clerk of the National Assembly to direct the Question to the relevant Ministry. If I had known the Question was coming in good time, I would have done everything possible to make the other Ministry come and answer it. I seek your guidance on this. view
  • 12 Aug 2010 in National Assembly: Mr. Speaker, Sir, I have a copy of a letter to that effect. view
