  • 28 Jul 2021 in Senate: “The office of the county printer shall be responsible for the printing and publication of the county gazette and shall – (a) Publish in the county gazette such documents and information as are approved by an authorized officer within seven days of such authorization.” That is a dangerous provision because it means that nothing will get in the county gazette until an officer who is a public officer within the county approves such a publication. If it is a matter required by the law to be published in the Kenya Gazette, nobody should seek an approval. It should be self-executing. ... view
  • 21 Jul 2021 in Senate: On a point of order, Madam Deputy Speaker. This directive was given by the Speaker. It was not given by the Chairs of the committees. In fact, what I was expecting to hear is a message from the Speaker as whether or not his directive had been complied with. We need to hear from the Speaker, and if that is not possible, then I would agree it is better to hear the Chairmen to speak officially and formally for the committees before we can have any interventions. I know that the deputy majority whip is a member of the committee ... view
  • 21 Jul 2021 in Senate: Madam Deputy Speaker, I am really worried about the capacity of the Senate to respond to emergencies. It is the persuasion of the Senator for Vihiga that prompted the Speaker to say that you must get to Vihiga by Monday because of the circumstances. It was explained to us that Vihiga was at a standstill and there were no operations going on. Indeed, I was in Kisumu over the weekend and got information that things are not going on very well in Vihiga County with four County Executive Committee Members (CECM) and the deputy governor undergoing the process of impeachment ... view
  • 21 Jul 2021 in Senate: By the time we have talks about talks, the substratum of what you are trying to deal with will be gone. It will no longer be necessary to talk about Vihiga County, a small county with big problems. view
  • 15 Jul 2021 in Senate: Thank you, Mr. Speaker, Sir. The issues raised by Sen. Khaniri, the distinguished Senator for Vihiga are very serious. Indeed, if all that is enumerated reflects what is happening on the ground, then one would wonder what is going on in Vihiga. I have noted that there are many impeachment Motions concerning CECMs before the County Assembly and that has been talked about in this Statement. On page 3 of this Statement, Sen. Khaniri has enumerated very important issues and difficulties facing the County of Vihiga. I was counting the number of problems he has spelt out and they are ... view
  • 15 Jul 2021 in Senate: Mr. Speaker, Sir, have you realised the persistence of the Senator for Elgeyo Marakwet in his demand that the distinguished lady should come closer? I view
  • 15 Jul 2021 in Senate: The electronic version of the Senate Hansard Report is for information purposesonly. A certified version of this Report can be obtained from the Hansard Editor, Senate. view
  • 15 Jul 2021 in Senate: thought he would say; can she increase the volume and even after the dear lady increased her volume, he is not talking, he is just doing this--- view
  • 13 Jul 2021 in Senate: Mr. Temporary Speaker, Sir, thank you. My apologies to Sen. (Prof.) Ongeri. He was here earlier, but I think we have enough time. First, let me thank Sen. (Dr.) Zani for always doing the right things in many ways, in Bills, Motions, and in division of resources. You have a track record in always remembering the details that matter. Sometimes it looks very small but they really matter. This Bill should be supported with absolute unanimity as I have heard from the Senate Leader of Majority. The first 12 Articles of the Constitution are very important, if I leave out ... view
  • 13 Jul 2021 in Senate: wordings of the National Anthem and what it says and means both in Kiswahili and English. Therefore, this Bill is talking about who we are. You see a national flag outside the country, you feel a sense of belonging to this place called Kenya. We hear the National Anthem being played whether in Kenya or outside the country, you feel a sense of pride and patriotism. view
