Mr. Speaker, Sir, I beg to second the Motion that the Bill be now read the Third Time. This is truly a historical moment. I would like to say that never again should we amend the Constitution! The next time that we sit here, we should sit on the basis that we have a new Constitution for Kenya. This should really be the last amendment. Mr. Speaker, Sir, I beg to second.

On a point of order, Mr. Speaker, Sir. The Chair or the House should not be seen to be dragged into a situation which has no business with the Business which is before the House. An amendment has been moved, and you have already proposed the Question of that amendment. Would I be in order to ask the Chair that we take a vote on that amendment, so that we can move forward?

On a point of order, Mr. Speaker, Sir. We are getting a log jam. We have three Motions before the House. Even Mr. Kiunjuri has not moved a Motion amending any Motion. Now, if we continue on that road, then we are trying to create what in the United States of America is called "filibuster", but it should be on a substantive Motion before the House. The main Motion before the House is the one that was moved by the Leader of Government Business. There is an amendment to that Motion. The practice is that a Motion of that nature ...

I thought that hon. Dr. Khalwale was standing on a matter of clarification following your ruling. I sat and watched her as she tried to rise up, but before she could say anything, both you and hon. Dr. Khalwale put the show on the road. However, I think it is important that the Clerk-at-the- Table is given her piece of the show.

Mr. Speaker, Sir, I just want to remind the House that when the next Order was called, it was loud and clear, despite the fact that there are very intensive consultations. So, could the Chair ask the Clerks-at-the-Table to be as loud as they were when calling the present Order?
