But allow me to point, very briefly, three things. One, once this Bill is assented to, the first thing that the counties should do is to pay salaries and all the pending bills. It was about the illegal detention of Mr. Yassin Juma, a Kenyan journalist who also goes by the name Collins Juma Osemo. The Hon.
