The definition for special interest groups, ethnic groups and other minorities is fake! But you need to do some cleaning. This is to do with how the Political Parties Fund should be distributed because it talks about 53 per cent proportionately shared between the largest party, coalition parties and the second largest.   • 8 Oct 2019 in National Assembly: Accountability goes with the ability to make decisions. I see no problem with a CAS leading a delegation before a parliamentary committee to answer questions. As has been said, though we cannot equate an Assistant Minister with a CAS, the assistant ministers were in the former Constitution while the CASs are not in the present Constitution. You find that most of the Chief Administrative Secretaries are not in a position to make decisions. Actually, many of them have said before Parliament that they are unable to answer some questions. One, it is time we let the Kenya Revenue Authority (KRA) to be the sole revenue collector in the country because there is a lot of unaccounted revenue being collected at the country level. What we are seeing is the KRA tightening its belt.
