  • 23 Jul 2019 in National Assembly: a rotational basis between the counties every two years. This Board will oversee the operation of the Space Centre and the welfare of its staff. Article 7 is about the management of the Space Centre whereby the CEO of the Centre is appointed by the Italian Government through its Space Agency. The CEO will be in-charge of the day to day management of the Centre and convening of the Board meetings. Some of the improvement of the old agreement is that in this case we will have a Deputy CEO unlike before who will be appointed by the Government of ... view
  • 23 Jul 2019 in National Assembly: I wish to refer to Article 17 of the Agreement which provides for the modalities of its entry into force, duration and termination. The Agreement is to come into force on the receipt of the last notification from the parties indicating the respective internal procedures have been complied with. Each state has got its own internal procedures that are recognised and accepted by law. Once the last notification is received that those internal procedures have been followed, then the Agreement will come into force. For instance, in the case of Kenya, such a notification will be to the effect that ... view
  • 23 Jul 2019 in National Assembly: 3. The Space Centre has not effectively undertaken corporate social responsibility for the benefit of the local community. That is why it was included in this Agreement. One of the commitments from the Italian Government is that they are going to do some development in form of corporate social responsibility within Malindi area where the Centre is based. It is now a requirement if this Treaty is ratified by the House. Hon. Temporary Deputy Speaker, the last observation was that the Kenya Space Agency (KSA) is domiciled in the Ministry of Defence. International practice has shown that in most countries, ... view
  • 4 Jul 2019 in National Assembly: Thank you, Hon. Speaker. I support the Report by the Departmental Committee on Transport, Public Works and Housing on the issue of KQ. I am a Member of the Committee. As a Committee, we deliberated at length on the issue of KQ. We had public participation. We invited various stakeholders - workers in the aviation industry, pilots, KQ management and officials from KAA, which is at the moment running the JKIA hub. This was an issue that attracted a lot of public attention through the mainstream media and also attracted the attention of this House through two or so committees. ... view
  • 4 Jul 2019 in National Assembly: consultants to take us through the various options that would be available or that we could propose to this House for consideration. We found that the best option is having the holding company to take care of the JKIA hub and KQ. The KQ will be full nationalised whereas KAA will be taking care of the other airports, so that we can continue developing the infrastructure that is required across the country. We also need to continue giving attention to JKIA as the face of the Kenyan aviation industry. view
  • 4 Jul 2019 in National Assembly: I am convinced that this is the best route the country needs to take. The Committee came out to protect the interests of Kenyans. I know we gave it thorough attention. You can even see the reaction of Kenyans from the social media. Kenyans are happy with this direction that the Committee has taken. I believe this House will support the direction the Committee has taken. Thank you, Hon. Speaker. view

  • 27 Jun 2019 in National Assembly: Thank you, Hon. Speaker. I beg to ask Question No.290/2019 to the Cabinet Secretary for Education. (i) Is the Cabinet Secretary aware that fifty-eight (58) TSC teachers in Mashuuru Sub-County in Kajiado East Constituency were interdicted by the Government on allegations of insubordination, consequently leaving pupils under the unregulated care of PTA teachers? (ii) Could the Cabinet Secretary state the timelines within which the said teachers shall be reinstated and duly paid their salaries and other dues in order to address the current teaching crisis in Kajiado East Constituency? • 27 Jun 2019 in National Assembly: Thank you, Hon. Speaker. You have actually given direction on what I wanted to bring to your attention. It is because I think we are, in a way, violating our Standing Orders by discussing, even if not so much in detail, a Member of this House without bringing a substantive Motion. Again, to my good friend, Hon. Junet, who The electronic version of the Official Hansard Report is for information purposes only.
