  • 19 Mar 2019 in National Assembly: Mount Kenya regional blocs, merging counties to bring the benefit of economies of scale. I think that is what has been extended to outside our borders. The countries that attended the meeting – I am talking about Kenya and Senegal which was the host – were Benin; Mali; Togo; Burkina Faso; Cote d’Ivoire; Gambia; Ghana; Sierra Leone; Nigeria; Niger; Liberia; Guinea; Uganda and Burundi. There were also representatives from the AU Commission, the East African Community Secretariat, ECOWAS Commission and ECOWAS Parliament. Also present in the meeting was also the International Organisation for Migration (IOM) and civil society organisations. They ... view
  • 19 Mar 2019 in National Assembly: Let me just go to the right of residence as well because of time. It provides that the nationals of a member state will have the right of residence in the territory of any member state in accordance with the laws of the host member state and as such a national may be accompanied by his or her spouse and dependants. The member states will be required to gradually implement favourable policies and laws on residents or national of other member states. So, the Protocol is basically saying that just as you have 90 days to roam within the boundaries ... view
  • 19 Mar 2019 in National Assembly: Kenya has also leveraged on technology to facilitate issuance of visas, notably the e-visa. There are already underway continental efforts to promote intra-Africa trade. You remember the tripartite arrangement which was brought by this Committee and which we ratified and adopted as a House. It is an arrangement among the Common Market for Eastern and Southern Africa (COMESA), the East African Community and the Southern African Development Community (SADC). It was an agreement for continental free trade for the whole of Africa. Such facilitation of free movement of Africans within the continent should be encouraged. It is worth noting that ... view
  • 19 Mar 2019 in National Assembly: It is also good to strengthen our civil registries. It is also good to promote the establishment of joint border patrol among our member states. It is also good to enhance interconnectivity of border information management systems. This is an era of technology and we must take advantage of that. Finally, it is also good to emulate the EAC in offering free movement of persons and the adoption of the African Union prospect. I have tried my best to enlighten the House and bring Members on board on the meaning of the Protocol on the Free Movement of Persons. Therefore, ... view
  • 14 Mar 2019 in National Assembly: Thank you, Hon. Speaker. I will also speak on the amendments. As has been said by the Mover, the main issue is even to change the title of The electronic version of the Official Hansard Report is for information purposes only. Acertified version of this Report can be obtained from the Hansard Editor. view
  • 14 Mar 2019 in National Assembly: the Report from being an inquiry to reporting on the status of the project. As a Committee, on our own motion, and as required by the Standing Orders, we decided to update the House on the progress of this project. It is good to change the title, and wherever the word ‘inquiry’ appears in the Report to “the status of the Kenya-Somalia Border Securitisation Project”. This is because what has been done is a progress Report. It is also good for the House to know that this undertaking was done in September last year by the Committee. So, the status ... view
  • 14 Mar 2019 in National Assembly: amendment. Again, it is good for the House to note that this was as at September last year. We are now six months down the line. A lot of ground has been covered since then. With those remarks, I support the amendments. view
  • 13 Mar 2019 in National Assembly: Thank you, Hon. Temporary Deputy Speaker. At the outset, I support this Motion. I have no problems with all the names as presented. It is good that this board is getting expertise from members who have been in this House, that is Hon. Anyanga, and those who have been helping us out there in managing this Fund, that is the nominee from Kikuyu Constituency of Kiambu County. I am sure that will help the board in realising its goal and objective as stated. Because I am going to be brief, Members have talked about the Acting CEO having been acting ... view
  • 13 Mar 2019 in National Assembly: There is no way a circular can overrun an Act of Parliament. In the NG-CDF Act, we are allowed to set aside funds for purposes of doing assessments in terms of mock examinations. That is allowed in the Act. Remember, others are automatic Members of this board one of them being the Principal Secretary of the Ministry responsible for education or his alternate, a representative that he appoints in writing. When it comes to the board, I remember an instance where members proposed to set aside funds for mocks and assessment of examinations for both primary and secondary education but ... view
  • 13 Mar 2019 in National Assembly: Hon. Temporary Deputy Speaker, much has been said about the timely release of funds, but it makes no harm to repeat it. As we speak, the constituencies that have received the biggest amounts of their allocations have received only 30 per cent. We are left with about four months because in the next two weeks we will be starting the last quarter of the current financial year. So, the question is whether we are in a position to consume the remaining 70 per cent within the last quarter of the financial year. I think there is need for timely disbursement ... view
