Karaba, for bringing a very innovative Motion to this House. When George Owen wrote his book in 1984, many of us thought that it was a joke. He envisaged a situation where we had flying cars. The Clerk should have approached the Chair and indicated whether it was a typographical error or a mistake that happened. As you know, rural roads form such an important cog of any development in the rural areas. Mr. Temporary Speaker, Sir, in case Sen. Hassan does not recall, this House just voted unanimously to have you as our temporary speaker for the day. So, as I was saying before I was interrupted by the distinguished Senator for Mombasa, all services must be transferred to the counties but services cannot just be transferred in a vacuum. Counties must be supported with adequate funding so that they can carry out these services. We do not want to reduce county governments into employment bureaus. Thank you, Mr. Speaker, Sir, for giving me this opportunity so that I may also pass my message of condolences. I would like to send my message of condolences to those innocent Kenyans who lost their lives in this senseless tragedy. This is a matter that should never have happened in our Republic. The barbaric killers who killed many Kenyans; we are being told that the death toll stands at 62, including foreigners.
