Janet Ongera

Worked in Kenya Airports Authority from 1993 to 1998 as the Corporation Secretary and as the Deputy Managing Director / Corporation Secretary (1998-2003). Prior to joining the Authority, she served as a Registrar of Titles in the Ministry of Lands, and as a State Counsel in the Attorney General’s chambers. She has also served as the elected President of Africa Region - Airports Council International – (ACI) from 2001 – 2003.

She is a life member of the League of women voters, Oversight Board member of the Centre for Multi- Party Democracy, life member of the Law Society of Kenya, Member of the international federation of women lawyers – Kenya. Life member of the Maendeleo ya Wanawake, Founder of Green Fingers International, Co- Founder of Forward Advantage International Foundation

Gimose for bringing this matter for us to discuss, a matter that is extremely weighty and sad. Two Members of this House have been arrested arbitrarily. I say arbitrarily because these Members of Parliament have been arrested like they were in a war zone. Forty police officers went to arrest Hon. Junet for bringing it up. A time has come where we need to pronounce ourselves in this Parliament. This is a matter that weighs on the doctrine of separation of powers and we must stand and protect our turf. Some of these stories are good. There are good stories of road network which we never had. Most of the time we had cattle tracks where cattle and goats used to pass. Today, these are roads. These are good stories and some of these monies are going to do some of these activities. view

These are stories that as leaders of this country, we must abhor. We must condemn this. We know of incidences where county officials have eaten up all the revenues and resources that have been collected have been gobbled up. It is a sad story when you hear that a finance officer who is earning maybe less than Kshs100,000 is found with Kshs66 million in his house. This is a shameful incident.   • 19 Jun 2018 in National Assembly: There are stories of raising of revenues in the counties. We want to see an accountable system. How is the revenue raised in the counties? If these revenues were properly raised, the national Government would not have to give a lot of money to the counties. Counties can be self-sufficient if they use the revenues that they are raising right. That is not to say that it should be a burden to the taxpayers.   • 19 Jun 2018 in National Assembly: There are counties like Turkana which now has oil. Turkana can actually supply water to the whole of Kenya for the next 100 years if this is properly done. These are counties that we should review and give that money to another county so that we have equitable distribution of resources. With those few points, I beg to support. view
  • 12 Jun 2018 in National Assembly: Thank you, Hon. Temporary Deputy Chairlady. That is precisely the point I wanted to ask the Hon. Chairman of BAC. If you are saying that the money was an additional amount, it means there was a reason they added the money for police housing. As you know, police housing in this country is in a deplorable state. We should build better houses for them. I suspect the additional amount is because we needed more money to make them feel secure and safe in their homes. view
