  • 7 Aug 2018 in National Assembly: Environment Management Authority (NEMA) demolished buildings which had been constructed in riparian area. I thank the Executive for acting. We have quite a number of buildings which the Committee and the multi-agency team have identified for demolition. We call upon the Executive to move with speed and bring sanity in matters of encroachment into riparian areas. With those many remarks, I beg to reply. view
  • 1 Aug 2018 in National Assembly: Thank you, Hon. Temporary Deputy Speaker. I stand to oppose the amendments that have been proposed by the Ethics and Anti-Corruption Commission. Recommendation number two should be deleted. What the committee has recommended is investigation by the EACC of possible conflict of interest and abuse of office contrary to Section 1(1) of the Penal Code. If found culpable by the various investigative authorities; the culprit can be barred from holding public office. We are not at all condemning the Chairman of KFS Board. view
  • 1 Aug 2018 in National Assembly: The other issue I want to bring to the attention of this committee is that when we were seized with this particular matter, Mr. Kinyua was the Chairman of KFS Board. His term expired and it was the wish of His Excellency the President to re-appoint him. We have no authority to question that. Despite him being re-appointed, all of us are possible candidates to be interviewed and investigated by the EACC.   • 1 Aug 2018 in National Assembly: Eventually, the CS in charge of environment and forestry took up the matter and became so obsessed with it. We all recall when the CS went on an aerial view of the various forests in this country, where he took head on the former Chief Conservator of Forests. He then addressed a Press conference at the KWS station at Wilson Airport. The letters that suspended these officers were written by none other than Mr. Kinyua on 12th March 2018.   • 31 Jul 2018 in National Assembly: THAT, this House adopts the Report of the Departmental Committee on Environment and Natural Resources on the Inquiry into Forest Resources Management and Logging Activities in Kenya, laid on the Table of the House on Thursday, 3rd May 2018. Logging in Kenya is an unmitigated disaster in both public and community forests as well as in the farmlands. This is attributed to inadequate capacity of the Kenya Forest Service (KFS) to enforce licensing conditions as well as eradicate abuse of licence conditions by the sawmillers and other licensees.   • 31 Jul 2018 in National Assembly: proposed the prioritization of tree farming until challenges on timber harvesting were addressed and the KFS reformed accordingly. However, soon after, the Executive, through the Deputy President’s office, imposed a 90- day moratorium on timber harvesting. The aim of the moratorium was to allow enough time for the reassessment of the forest sector management to come up with a comprehensive recommendation on the reforms needed to enhance development of the sector in Kenya.
