  • 31 Jul 2018 in National Assembly: Thirdly, the Ethics and Anti-Corruption Commission (EACC), together with the Director of Criminal Investigations (DCI), should investigate the current KFS chairman for possible conflict of interest and abuse of office, contrary to Section 101 of the Penal Code and the Public Officer Ethics Act, 2003. If found culpable, he should be barred from holding any public office. Hon. Temporary Deputy Speaker, you have heard that I have some difficulties reading this Report because we tabled it in March. The report of the taskforce, which is made up of professionals, is also out there. The committee proposed the same recommendations with ... view
  • 31 Jul 2018 in National Assembly: Finally, the committee found that the suspension of the KFS senior managers was done illegally by the Chairman of the KFS Board. The committee therefore recommends that the KFS senior managers be reinstated immediately. Any fresh action should to be done procedurally. On the conflict of mandate, the Executive should streamline the functions of the KFS, the KWS and the Kenya Water Towers Board in order to mitigate the perceived conflict and enhance their effectiveness. view
  • 31 Jul 2018 in National Assembly: As I conclude, I would like this House to seize the matters of conservation. There is a debate out there of the Mau Complex. This is the opportune time for the Members of this august House to seize this particular matter. As they debate this Report, they should air their issues because you have seen the push and pull. It has become a tribal contest between two communities living in the Rift Valley, which may cause a lot of issues. The issues of the Mau Complex have been politicised. We want to call upon the Government to move with speed ... view
  • 31 Jul 2018 in National Assembly: the Mau Complex. I want to call upon Members, as they debate this Report, to share their sentiments. You have seen political careers being lost. People who have been staying together like brothers and sisters have turned against each other. We have seen communities crash. This worries the country. view
  • 31 Jul 2018 in National Assembly: With those remarks, I beg to move and request Hon. Francis Chachu to second. view
  • 6 Jun 2018 in National Assembly: Thank you, Hon. Temporary Deputy Speaker. The Budget Estimates for the Financial Year 2018/2019 were submitted and tabled in the National Assembly pursuant to Article 221 of the Constitution and Section 37 of the Public Finance Management Act, 2012. In line with the provision of Standing Order 235, the Committee scrutinised the Budget Estimates for the MDAs under its mandate. For the FY 2018/2019 allocations for the MDAs under the purview of the committee… view
  • 6 Jun 2018 in National Assembly: Thank you, Hon. Temporary Deputy Speaker. The following are the allocations for the MDAs under the purview of the Committee on Environment and Natural Resources: 1. Ministry of Water and Sanitation has been allocated a total of Kshs41.2 billion; 2. Ministry of Environment and Forestry – Kshs16.1 billion; 3. Ministry of Tourism and Wildlife where there is the Wildlife Conservation and Management Programme – Kshs7.5 billion; and, 4. State Department of Mining – Kshs1.6 billion. The Committee, having scrutinised and reviewed the above proposed allocations, observed that the sector which is a critical enabler to the Big Four Agenda is ... view
  • 6 Jun 2018 in National Assembly: Act, 2016. At the same time, we are seeking to ensure that the NWHSA is properly reformed and its mandate is properly undertaken. The Northern Water Services Board covers a large area of the North Eastern, part of Rift Valley and the Upper Eastern. Since it does not attract donor funding for projects, the Committee recommends initiation of government-funded water harvesting projects to improve access to safe water in the northern dry areas, for which I really want to thank the Budget and Appropriations Committee for approving a further funding of Kshs200 million to the board to take care of ... view
  • 6 Jun 2018 in National Assembly: and all it is expected to do is to provide Kshs200 million to be able to purchase the land and the facility will be put up by the Japanese Government. Unfortunately, the same had not been provided and that is what we are asking the National Treasury to provide so that the country can benefit from the grant by the Japanese Government. After reviewing and scrutinising the budget the Committee reallocated funds from non-performing projects to more competing needs. The Report submitted to the Budget and Appropriations Committee has detailed information on additional requests and reallocations by the Committee. A ... view
