Mr. Speaker, Sir, the agricultural land sub-division is controlled by the land control board established under the Land Control Act. The nomination of board members is guided by Section 5(2) of the Act and participation of the Ministry of Agriculture in the board is not guaranteed. The section only refers to public officers without specifying the department in which they are supposed to come from. It is the responsibility of the Ministry of Agriculture, through the Land Control Board, to protect agricultural land from people who want to make profit out of it.

(a) The decision by the Permanent Secretary in the Ministry of Agriculture to direct the Marakwet DAO to transfer the management of Chebororwo Farmersâ Training Centre from Elgeyo Marakwet County to Uasin Gishu County is based on the county re-alignment in accordance with the new Constitution. Mr. Deputy Speaker, Sir, the Ministry of Agriculture can convene the meeting. By the end of the day, I would like the leadership of these counties to come together. We have a letter here from the Assistant Minister for Environment and Mineral Resources, Prof. Margret Kamar. I urge the leadership of the entire area to sit together and agree. The management should be all-inclusive so that nobody feels left out. I want to give an undertaking that by next week, we will ensure that all leaders come together and agree on leadership and the future of that institution.

Mr. Temporary Deputy Speaker, Sir, it has been brought to the attention of the Kenya Sugar Board that this matter is in court. We cannot continue to deal with this matter because it will be prejudicial to the court process. I would like to table the court proceedings.

Mr. Temporary Deputy Speaker, Sir, the matter came up yesterday. Unfortunately, we could not be able to proceed. But later on, we were informed that the matter is in court. It is a question of arbitration. When MOCO and Mumias Sugar Company (MSC) were in the process of arbitration, the latter went to court and received some court orders restraining the process to go on.
