  • 3 Feb 2011 in National Assembly: Mr. Speaker, Sir, the procurement of fertilizer is done transparently through an open tender system where the lowest bidder is given the opportunity to do business with the Government. There is nothing like single-sourcing when it comes to doing business in the Ministry of Agriculture. view
  • 3 Feb 2011 in National Assembly: Mr. Speaker, Sir, it is not true that we have been unable to account for the money. The amount of money we are talking about was for the 2009/2010 financial year. The Government is in the process of auditing the accounts for that financial year. view
  • 3 Feb 2011 in National Assembly: Mr. Speaker, Sir, I would like to give an undertaking that the Grand Coalition Government will undertake a very transparent and open process of setting up a new factory. The Moi era is gone. Right now, we are doing everything on the table – transparently and as open as possible. view
  • 2 Feb 2011 in National Assembly: Mr. Deputy Speaker, Sir, I wish to seek the indulgence of the House to answer this Question tomorrow in the afternoon. I have not received an adequate answer to satisfy this House on this matter. view
  • 2 Feb 2011 in National Assembly: Mr. Deputy Speaker, Sir, I would like to assure the hon. Member that I will come here very prepared tomorrow. I have just received the answer this moment, but I have not had an opportunity to go through it and see the amendments which have been done. I am willing to face hon. Khalwale and the House tomorrow to assure the farmers that the country will have the fertilizer as soon as possible. view
  • 9 Dec 2010 in National Assembly: Thank you, Mr. Speaker, Sir. This Question was on the Floor of this House three weeks ago. In consultation with the hon. Member, we decided to hold a consultative meeting between the Ministry of Agriculture, the millers, the growers and the KSB, so that we could come up with a comprehensive answer. However, as of now, the concerned parties have not yet signed the MOU which we need to enforce. Therefore, I would like to seek the indulgence of the House, so that we revisit this Question next week on Tuesday in the afternoon. view
  • 8 Dec 2010 in National Assembly: Mr. Temporary Deputy Chairman, Sir, I strongly beg to support the amendment. It is high time this Government supported indigenous companies vis-à-vis the multinationals. This is a war between multinationals and indigenous companies. We need to go further and protect our home- grown companies so that they can continue to create employment opportunities for our young people. I would like to plead with the Deputy Prime Minister and Minister for Finance that it is high time they created a fair playing ground for all the companies that operate in this country. With those few remarks, I beg to strongly support ... view
  • 2 Dec 2010 in National Assembly: Mr. Deputy Speaker, Sir, I would like to seek the indulgence of this House to defer this Question to Tuesday, next week. There are serious and weighty matters which needed to be addressed in this Question. In the absence of my Permanent Secretary, Dr. Romano Kiome, and the substantive Minister, Dr. Kosgei, I was unable to get adequate and satisfactory answer to the Question. view
  • 28 Oct 2010 in National Assembly: Mr. Deputy Speaker, Sir, I beg to reply. (a) The National Cereals and Produce Board (NCPB) depots and silos in the harvesting areas are open. Grain is being taken in from farmers who want to store their grain under the new Warehousing Receipt System (WRS). The Government, through the Ministry of State for Special Programmes, has authorized the NCPB to purchase maize worth Kshs500 million for the Strategic Grain Reserve (SGR). This activity will commence once the funds are released to the NCPB. Those farmers who have stored their maize under the WRS and wish to sell their maize will ... view
  • 28 Oct 2010 in National Assembly: Mr. Deputy Speaker, Sir, we have already instructed NCPB to start buying maize from farmers. As soon as we get funds from Treasury, we will start paying immediately. view
