Madam Temporary Deputy Speaker, we are availing this product in the market. There is a very big distinction between the product and it is all in the packaging. The lower income maize meal is packed in five kilogramme bags. The other one is packed in the normal way by the millers. We have Jogoo, Hostess and the other brands for the higher income groups which is retailing at Kshs72. The lower one will be packed in five kilogramme bags and it is all over. Everybody will have an opportunity of accessing it.

Mr. Speaker, Sir, I beg to reply. (a) The Government, through the NCPB, is selling maize from the Strategic Grain Reserve (SGR) to millers at a price lower than the purchase price to reduce the price of flour and other maize products. (b) The difference is meant to be subsidy of maize flour and other products, hence not recoverable.

Thank you, Mr. Speaker, Sir. We are utilising funds from the SGR which were budgeted for previously. We are expecting to spend a sum of Kshs16 billion in terms of subsidy within the next financial year.

Madam Temporary Deputy Speaker, the only difference here is packing and it is very clear. In the market, there are different variants of flour. It entirely depends on your choice. The lower market may go for the five kilogramme bags. The other one will choose what they want to choose in the market. So, the price is in the region of between Ksh52 and Kshs72. The choice is with the consumer.

Mr. Speaker, Sir, we had set aside money for the SGR. At the same time, we have lobbied for funds, through the Ministry of Finance, to provide the Ministry of Agriculture and the Ministry of State for Special Programmes, so that they can fund this subsidy in the interest of the Kenyan public.

Mr. Speaker, Sir, this is a revolving fund. Some maize has already been bought. In this financial year, we expect to raise more funds. As I speak, the money is available. It has already been taken care of through the SGR. We have been utilising most of the money in the procurement process. The money to finance that subsidy, is already available.
