  • 30 Oct 2013 in National Assembly: This makes education even more expensive for the parents, contrary to the initial intention of this programme to make education cheap or even free at the primary level. As we are speaking today, hon. Temporary Deputy Speaker, primary education is not free. It is not free because most of the times the children are on the highways running back home to go and bring some money for tests, evaluation, sports and all that. This makes this programme not to achieve the intended purpose for which it was created. view

  • 30 Oct 2013 in National Assembly: How come, therefore, that our Government has not been keen on increasing capitation to our children with equal margin? Hon. Temporary Deputy Speaker, in my own opinion, for this Motion we need not even develop a Bill. This Motion is actually stressing what is already there in our Constitution: The right to free and compulsory education. What we should do once this Motion passes – I pray that it does – is to ask the Implementation Committee to follow up and find out if really the Government is looking at our proposals in ensuring that the capitation is increased. Being ... view

  • 30 Oct 2013 in National Assembly: Thank you, hon. Temporary Deputy Speaker. I was saying that once this Motion goes through, we should charge our Implementation Committee to follow up and find out whether the Government is listening to the legislative voice of this Parliament. Apart from encouraging children to go to school, we have other parameters of measuring success in education that we must always try to maintain. All these parameters come with a cost. We have been talking about Vision 2030, universal education and so on. Unless this Government takes a conscious step to ensure that there is money available for implementation of these ... view

  • 30 Oct 2013 in National Assembly: between them and the Ministry of Education to compel them to disburse these monies in good time so that we are not seen to be taking the education of our children for granted. As I conclude, I want to ask Members of this House to look at this Motion as important and support it. view

  • 17 Oct 2013 in National Assembly: Hon. Deputy Speaker, I am not a Member of that Committee. However, earlier in July, I also petitioned that Committee on behalf of dismissed workers of Sony Sugar Company; up to this time, I have tried to follow the same with that Committee in vain. Probably, when you make a ruling, or when you indulge the Majority Leader, he could also follow up on the same. view
  • 2 Oct 2013 in National Assembly: Hon. Deputy Speaker, I rise to support this Motion. How I wish the House would appreciate the principles of free market that operate in our country. However, the Government should come up with certain strategies that will encourage our farmers to continue with milk production. We should start opening doors for export market for our milk and in doing so we should organize our small holder farmers in small groups or societies so that they can access that export market in those groups. Hon. Deputy Speaker, I also wish the Government, through the Department of Co-operatives, would help farmers to ... view
