It is quite absurd that I can count endless court decisions that have gone against matters legislated before this House for lack of public participation or gender parity in certain sectors. We understand that our Judiciary still needs lots of funding so that they can take the dispensation of justice closer to the people.   • 27 Nov 2018 in National Assembly: We have three arms of Government and Judiciary is one of them. There is absolute independence, but they have to remember that there is interdependence. You cannot operate in limbo. There is no lacuna in operations and you are not going to eat your cake and have it. They have to take cognisance of the other arms of the Government that play pivotal roles towards their operations. view

It has the potential to cure two most fundamental yet retrogressive ills that have permeated and pervaded our system for way too long. The first one is discrimination and secondly, inequalities. The space of the Kenyan women in leadership continues to shrink by the day despite the Constitution recognising them. The two-thirds gender rule in line with Article 81 of our Constitution would institutionalise and increase the participation of women in decision-making processes. Nyikal, ironically, Kenya is a State party to the African Charter, the International Covenant on Civil and Political Rights and the Convention on the Elimination of all forms of Discrimination against Women, which also requires women’s protection against violence.   • 15 Nov 2018 in National Assembly: Thank you, Hon. Temporary Deputy Chairlady. I rise to support the amendment. I come from a sugar belt region. There have been advances to have privatisation of our sugar mills some of which are shrouded in mystery. We have consistently rejected some proposals but they have again, in retrospect, consistently insisted that it has to happen. So, bringing the Report by the Cabinet Secretary before this House for complete interrogation and adoption is much in order. Hence, I support. Thank you. view

  • 15 Nov 2018 in National Assembly: Hon. Temporary Deputy Chairman, the functions and functionalities of the Committees are properly anchored in the Constitution. Committees are a creation of the Constitution. Their responsibilities are well captured in our Standing Orders. If we, having produced Reports brought by a Committee before this House, stand to punch holes on the conduct of a Committee, we have to reevaluate the entire Committee’s standings here. view

From the outset, I want to make it clear that Section 9A has not been read a Second Time, and we need to put this into consideration. Secondly, there are germane issues which have been raised in it that have very severe ramifications on registration and census. view
