  • 15 Aug 2018 in National Assembly: Thank you, Hon. Temporary Deputy Speaker. I rise to support this timely Motion on provision of specialised training and subsidised cost relating to fistula surgery. We cannot delve very much into the description of what fistula basically means because most of the speakers have properly given its description, which is caused by prolonged and protracted labour by women trying to deliver. This affects a woman’s life physically; it affects her psychosocially and it affects her economically. When a woman is undergoing fistula challenges, she is denied an opportunity to have self-esteem and self-confidence. Therefore, this The electronic version of the ... view
  • 15 Aug 2018 in National Assembly: Motion ought to have also included the need to have Level 5 hospitals in various counties staffed with doctors or obstetricians who have the capacity to handle issues related to fistula. Fistula denies women an opportunity to engage in economic activities, because the condition that they are in may not permit them to fully exploit their potential to create wealth. Hence the need for surgery to repair the physical damage of fistula and the devastating consequences that affects a woman’s quality of life, which may persist when she re-integrates back into her community. We have been told that they experience ... view
  • 15 Aug 2018 in National Assembly: Thank you, Hon. Temporary Deputy Speaker. It is important to benchmark with other jurisdictions in a bid to learn what happens out there. It is only a concern to me that each time we leave this country to go and benchmark, we only tend to focus predominantly on developed nations. It would be my suggestion that we come up with a plebiscite system where we integrate both with what the current American President would call “a shit hole nation” with a developed nation. That is so that whatever we come up with is a hybrid system. Interestingly though, we tend ... view
  • 15 Aug 2018 in National Assembly: this time. We are considering releasing monies at this point in time.” They should not say IFMIS is locked. What is this animal called IFMIS? So, the Government should make sure that we are transparent to each other even as we engage. You have heard here that those working for the PSC have not been paid since the month of July. Employees working for me in my constituency office have not been paid. The only reason we get when we chase these matters is that there is a problem with IFMIS. That cannot be true. It is akin to saying ... view
  • 1 Aug 2018 in National Assembly: Thank you, Hon. Temporary Deputy Speaker. I rise to support the amendment which has been proposed by Hon. Ngeno. It is true that we needed to tinker a little bit with the body of the Motion to read “national stadium”. view
  • 1 Aug 2018 in National Assembly: All sports must be given due attention in this country. It could be rugby, athletics, soccer or singing. I remember that in 2013, the Jubilee Government had proposed in its manifesto to build five stadia in the Republic of Kenya. That was just a political pronouncement. One of the reasons it did not take off is that there were no legal instruments to safeguard such pronouncements. This Motion is key to the execution of certain issues that fall within the prism of sports. Therefore, this kind of amendment, and the Motion as a whole, will safeguard the execution of sports ... view

  • 31 Jul 2018 in National Assembly: Thank you, Hon. Speaker. Listening to the Leader of the Majority Party treating a fellow Member of Parliament sitting in the Senate with disdain is utterly uncalled for. If indeed his pronouncements at the Senate were not substantial, then there is no point of him belabouring on that kind of subject. But again, some of these things are God given. You can move from nothing to something. You can move from zero to hero overnight. Hon. Speaker, a practical example, if you allow me… view
  • 31 Jul 2018 in National Assembly: I am on a point of order, Hon. Speaker. As I was saying, a good example is the former President of the United States of America. He moved to the Senate, served for a paltry two years and rose to become the president of the most powerful nation in the world. Therefore, treating a fellow Member of Parliament in the Senate with such kind of disdain is not in order. Hon. Speaker, if you allow me… view
