  • 7 Jul 2021 in National Assembly: With those many remarks, I do not think I will be supporting this law. I would rather reject it. view
  • 7 Jul 2021 in National Assembly: Thank you, Hon. Temporary Deputy Speaker. view
  • 6 Jul 2021 in National Assembly: Thank you, Hon. Speaker. I thank the Member for Kamukunji for presenting that Petition about a great woman. Her death is a monumental memory to ourselves, given the energy that we saw in her when she worked. At that time, I was a student. I used to see her demonstrations and struggles. She will remain monumental in our lives. She showed us that when we have energy and capability, we need to work. She worked for the conservation of the environment and forests. I vividly remember her fight to save Uhuru Park. She also fought to save Karura Forest. Therefore, ... view
  • 1 Jul 2021 in National Assembly: Thank you, Hon. Temporary Deputy Speaker for giving me this chance to comment on this Bill. I have just been speaking to the promoter and I think she has put in a lot of her time and research. The Assisted Reproductive Technology Bill is basically test-tube babies in simple language that Kenyans can understand. It is what is popularly called as the IVF process. It is foreign to many Kenyans generally in the villages and communities, but it is not that foreign. I also come from a community, like my colleagues, particularly Hon. Sankok has said, that believe in invitro-fertilisation. ... view
  • 1 Jul 2021 in National Assembly: to the people who obtain are high and even the prices of the people who get those services is very high. I think this Bill is timely so that it can deal with that aspect of those of us who were unable to otherwise get children using the normal invitro-fertilisation procedure. The Bill creates an authority to deal and even give powers to how those processes will be done. The authority in one of the clauses has a range of powers. The authority therefore will standardise and coordinate those processes. The authority further is basically legalizing those processes of IVF, ... view
  • 1 Jul 2021 in National Assembly: Hon. Temporary Deputy Speaker, on the other hand, there are a few checks that must be put in place. This must be undertaken very delicately when we shall be dealing with the Third Reading of this particular Bill, so that we do not offend the society in any way. That is the biggest challenge that we shall face with the communities, the cultures and the religions that are amongst ourselves. So, attempts to include underage persons who we call children, and coming from the background of a teacher, should at the correct stage be amended so that we are within ... view
  • 1 Jul 2021 in National Assembly: There is also the danger of embryos that will be… Because now we are giving a license. There are many measures within this Bill on how to control the people who will be given the chance to carry out those test-tube processes. However, we risk having a situation where we shall not just be seeking to get the intra-vitro fertilization, but we shall just go to a shelf and pick children because they will be fertilised already. So, you can just pick human beings and walk away with them. We need certain checks, and to add to Hon. Oku’s words, ... view
  • 30 Jun 2021 in National Assembly: Thank you, Hon. Speaker. This is a matter that has been on the Floor of the House so many times, coming from Members of Parliament representing people around those areas and now from the people themselves. I would wish that, possibly, you empower the Committee, if there are any such powers, like you recently did with the Departmental Committee on Energy. You spoke to them to deliver. Otherwise, this is a matter that is always talked about here. Many a time, I hardly speak on it because I do not come from such areas. But I notice this House will ... view

  • 24 Jun 2021 in National Assembly: Thank you, Hon. Speaker. Thank you, Leader of Majority Party for recognising that despite the fact that I am a first time Member, I am also a seasoned Member. Without any further ado, it is very important we do those businesses as he has explained. I, therefore, second. view
