  • 18 Feb 2021 in National Assembly: Public participation should be duly done and done well as per the laws or the Constitution. I heard earlier speakers say that we may even have some shortcuts because of one thing or another. But I notice, as I have been following that even in places like Baringo, where we thought that this could not a problem, there are people who have gone to court because of the same public participation. So, you notice that if we do not follow it correctly, because it is in our Constitution, it may end up gagging us or making our process stall because ... view

  • 22 Dec 2020 in National Assembly: Thank you, Hon. Speaker for giving me this chance. view
  • 22 Dec 2020 in National Assembly: Thank you, Hon. Speaker for allowing me to say something before the Mover is called upon to reply. Coming from a background of workers, teachers and general proletariats, I wish, just like the former speaker has put it, that we support the Government. I thought through this Bill and I realised that, unless the Government is strong financially, it will not be possible to pay salaries. If salaries are not paid, we shall not have the ripple effect or what we call “the multiplier effect” of the same salaries to other people and, therefore, grow the economy. This will make ... view
  • 22 Dec 2020 in National Assembly: Thank you, Hon. Temporary Deputy Speaker. I have a lot of respect for the Leader of Majority Party. He is the spokesman of this House. This House is depended upon by every Kenyan including the doctors and nurses in Kenya who are dying because of COVID-19. As we speak in this House, we are actually facing the cameras. Will it be in order, honestly, for a leader who speaks for this House to just equate the fact that doctors and nurses are on strike to a simple election that is going on? The truth is that we are not doing ... view
  • 22 Dec 2020 in National Assembly: Thank you. I was not aware. Indeed, he needs to withdraw as our spokesman. view
  • 22 Dec 2020 in National Assembly: That we can equate the suffering we have with simple elections. Thank you. The electronic version of the Official Hansard Report is for information purposesonly. A certified version of this Report can be obtained from the Hansard Editor. view
  • 1 Dec 2020 in National Assembly: I will speak on this proposed amendment. Can I proceed? view
  • 1 Dec 2020 in National Assembly: Thank you, Hon. Speaker. As I support the Omnibus Bill, I want to specifically speak on the amendment of the Employment Act. That concerns the amendment to remove the basic salary which is very important. It is the base upon which all calculations of other deductions of an employee are done. view
  • 1 Dec 2020 in National Assembly: The basic salary is usually calculated after valuing the job. That is what we have currently in Kenya as job evaluation. We evaluate the job one will do and then we put a basic salary. If you follow the basic salary issue further, you will realise that it is very vital to protect it because it is usually fully taxable. If it is very high, you will certainly welcome a very high tax regime and vice versa. Removal of that will actually put workers in a situation where employers decide on the tax regime without a basis. It is also ... view
