  • 27 Jun 2018 in National Assembly: Yesterday, a few Members said that the EACC should not be held responsible for its actions. At the same time, other Members gave a contrary opinion and even went to extreme extents of imagining that the EACC was involved. It is, therefore, my prayer that we should finalise this particular amendment when we have the requisite quorum. view
  • 27 Jun 2018 in National Assembly: Thank you. I further proceed to say that I do not support this particular amendment because at one point the EACC almost saved the country this money. However, along the way, they released the money and it was paid to some people. From the contributions and the Report which we got from the Chair, we saw a straight collusion beginning from the firm that raised this matter and said that they needed to be compensated. The collusion moved very fast and it passed around the Ministry of Education, Science and Technology. view
  • 27 Jun 2018 in National Assembly: I saw that money at one particular time but we did not block it because of the way it appeared before the Departmental Committee on Education and Research. The collusion moved quickly and went to the National Treasury to facilitate quick movement. The Attorney-General gave an assertion on this particular Report. He did not take responsibility. He had the chance to say “no” or “yes”. The EACC also changed its mind and did not capture the money. In my opinion, the EACC should not be expunged. view

The notice to the CS also went well in advance. I remember, just after the Budget day. The CS was aware that there was a Question on security emanating from my constituency. The CS should, at least, inform the said Committee chairs well in advance that they would not be available so that we do not raise the expectations of the people we represent only for us to look like we are not informed or we are not prepared. The menace being seen in this country in terms of ensuring that people are arrested on Friday is a way of escaping the fact that formerly, during the one-party state one would be arrested and detained for a very long period of time before being produced in court. Kimunya, was contributing about the Tax Laws (Amendment) Bill, you could see the attention of the House was not in the mood of concentration. I wish to plead with the Chair that we suspend this discussion and focus on the Budget. view

It is also important to bring to the notice of the House that I am a Member of the Departmental Committee on Labour and Social Welfare. When we were making this Budget, we looked at the money. When we appeared before the BAC, we advised them that this money should be given to certain Vote Heads that could be devolved down to the constituency level.
