  • 14 Nov 2018 in National Assembly: I would want to support the earlier speaker, Hon. Duale, on what he has just said. It is because the district is a smaller place. If you substitute it with a county, it can really be misused because there are several districts within a county. Suppose we are allocating resources using this law, it can really disadvantage. So, we either amend it so that it is “district for sub-county” or something like that. Thank you, The Temporary Deputy Chairlady. view

Temporary Deputy Speaker, I do not support that amendment because if there is arbitration – arbitration is an ongoing process and we have seen it work – and the Registrar has already appointed an arbitrator, why would he refer again to the Cabinet Secretary per se ? I do not think there is any need to refer the matter to the Cabinet Secretary again because you will actually be usurping the role of the Registrar in his mandate to appoint an arbitrator. I also want to contribute to the Statute Law (Miscellaneous Amendments) Bill (No.2) of 2018. It seeks to make amendments on several Acts within that Law. I want to specifically point out two or three areas only. The first one is on the cooperative societies, on which earlier on there was argument on whether we should deal with it or not.
