  • 12 Nov 2019 in National Assembly: people, even those who served earlier between 1963 and 1984, they never got anything. But this particular group is suffering and needs to be considered. I do not find the Bill extravagant because the Mover came up with the figures as they are. He stated that they are about 500 persons. I also listened to Otieno Mak’Onyango, the Secretary of FOPAK, which we are all headed to sooner or later. He was very sentimental when he said that many Members leave Parliament worse than they came. And that is true. For that reason, this Bill is worth supporting. Remember we ... view
  • 6 Nov 2019 in National Assembly: Thank you Hon. Speaker for giving me this chance. The conference being referred to and baptised with good names like international is already attracting doubts from a section of Kenyans, as we have seen, who include the Christians, Muslims and, as you can see, Hon. Speaker, even here in the House, there are doubts on what will be discussed during the conference. As a teacher and the representative of teachers and a Member of Parliament for Emuhaya Constituency, gayism, homosexuality, lesbianism and abortion are some of the issues that will be discussed. view
  • 6 Nov 2019 in National Assembly: The fact that there is some doubt on the content that will be discussed in this House is enough for you, Hon. Speaker and us, to rule that the conference should possibly be held outside because ultimately, we shall have a chance of having the final say in what will be discussed. So, if we indulge ourselves in it from the beginning, then we shall lose the podium or the locus The electronic version of the Official Hansard Report is for information purposes only. • 6 Nov 2019 in National Assembly: to deal with it when it will have offended Kenyans out there. For that reason alone, Hon. Speaker, I propose that they get another place. Parliament remains sacred and we shall have to deal with it when we are not in it, as it may go. view
  • 16 Oct 2019 in National Assembly: Thank you, Hon. Temporary Deputy Speaker, for giving me this chance to make a comment on this very good Bill and also thank the Chair and the Committee for having been brave to actually bring the Bill forth. As stated clearly, it is our responsibility as Parliament. When the Constitution was being made, we were there in The electronic version of the Official Hansard Report is for information purposes only. • 16 Oct 2019 in National Assembly: many different ways. Most of the responsibility would be given to Parliament to actualise the final details of every law. Article 100 of the Constitution requires that Parliament enacts legislation to promote the representation in Parliament of women, persons with disabilities, the youth, ethnic and other minority groups. This Bill has been put before us in the correct way and the right perspective because it is our business. As we do this business, speaking after many other experts and contributors, I find it necessary to say, at the outset, that we need to be brave over what we are about ... view
  • 16 Oct 2019 in National Assembly: where you come from in Ukambani, they tend to respect the election of ladies and women. Look at western for instance… Let me just state this because it will benefit this House. view
  • 16 Oct 2019 in National Assembly: In Western Kenya for instance, if I look at the entire Bungoma since its inception in 1963 and even before in Kakamega, Vihiga and its environs…That is why I congratulate the people of Rift Valley. They have never elected a female representative to this House. We thank Busia that gave us a few ladies like Julia Ojiambo. As we mitigate that area, it would be very important that we see how this financing will go against the cultures and beliefs of people. I do not mean that there are certain people who do not believe. It is a cultural practice, ... view
  • 9 Oct 2019 in National Assembly: Thank you, Hon. Deputy Speaker. I think the Statement Hon Barasa seeks is for public good given that accidents have increased. The fact that there was a promissory note on the deadline on when the Statement would be given is sufficient enough to give some orders to that particular Chair. Even if Hon. Barasa is a Member of that Committee, I do not think it is good or proper for the Whip to say that Hon. Barasa should use the internal mechanism to have his Question answered. I want to believe Hon. Barasa asked the Question for the public good ... view
