Mr. Speaker, Sir, the Assistant Minister has on many occasions reassured Kenyans that the leaflets being circulated in some parts of the country will not have any negative impact on them. However, every time he reassures us, the week after, we see incidents of Kenyans losing their lives in areas where the leaflets have been circulated. What is the purpose of spending Kshs6.2 billion on the NSIS when they cannot detect or investigate, adequately, crimes against humanity, especially against the Kisii community? Mr. Temporary Deputy Speaker, Sir, now that we have approved the Supplementary Appropriation Bill, could the Assistant Minister move with speed and make sure that the Budget is implemented fully? This year, for the first time, the Budget has been implemented 100 per cent! Mr. Temporary Deputy Speaker, Sir, the Assistant Minister has now known how to operate with hon. Members, if he wants his Bills to be passed fast enough. With those few remarks, I beg to support.

The one who would be a doyen 1184 PARLIAMENTARY DEBATES May 9, 2007 of the Kenyan Opposition politics asked at one time: How can you take cows to the river without a bull? The bull was Mr. Oloo-Aringo. This Motion should have been brought sometime back. Mr. Deputy Speaker, Sir, that is a laudable action. People need those districts. I hope the Ministry has included one district for the Chair! But, be that as it may, as we approve the Bill, could the Ministry include in the Bill a provision to increase the provinces? We want to bring the Government, at the provincial level, closer to the people. In Nyanza Province, for example, our people travel from Kenyenya to Kisumu, which is further from Kenyenya to Nakuru. Mr. Deputy Speaker, Sir, I withdraw the word "ignorance". Is it in order for the presidential candidate to show us that he does not know the law which states that you only notify the police that you are holding a meeting 24 hours later? If there is no response within 24 hours you go ahead and have your meeting!

Mr. Deputy Speaker, Sir, I wonder why Ministers do not want to accommodate this kind of idea from Mr. Kimeto and yet when they are demoted they keep on crying in the Back Bench "Oh! We should have done this or the other". Could the Assistant Minister undertake to seek expeditious publication and tabling of this Statute Law (Miscellaneous Amendments) Bill so that we can have this money in the CDF?

Mr. Deputy Speaker, Sir, the Assistant Minister said that the balance of the 1,900 will be processed by June. He does not seem to understand the import of this Question because if these identity cards are not available members of the public cannot register as voters. By the end of June, there will be no further registration of voters in this country. Of what use will that be for voter registration exercise in this country if you are going to issue identity cards after the voter registration exercise has been closed?
