Mr. Deputy Speaker, Sir, these settlement schemes were set up to settle squatters. For the information of this House, I have 110,000 squatters in Kitutu Chache Constituency. Is the Government right to give a Minister 20 acres of land at a cost of only Kshs125,000 in an area where an acre goes for Kshs500,000?

Mr. Deputy Speaker, Sir, since the Assistant Minister believes that his researchers are correct and the hon. Member and his community are wrong, could he give a categorical guarantee that if these animals die out of diseases caused by ticks, which had been sprayed with the acaricide, the Government will compensate those affected?

Mr. Speaker, Sir, water is life. That is why we do not have life on the moon because there is no water. Could the Assistant Minister tell us what projects his Ministry has initiated in each district in this country to provide clean water to our people?

On a point or order, Mr. Speaker, Sir. Is the Assistant Minister in order to mislead this House, that it is a constitutional matter to increase the number of constituencies in this country? In fact, we know that it is an Act of Parliament that will increase the number of constituencies in accordance to the Constitution.

Mr. Speaker, Sir, could the Minister assure this House, categorically, that he will give poor farmers fertiliser and seed maize to plant instead of waiting for famine to hit this country and then start distributing famine relief food to these farmers?

Thank you, Mr. Deputy Speaker, Sir, for this opportunity to contribute to this very important Motion. You have given me a chance to speak as a Back Bencher, and also as a spokesman for the FORD(P) in this House. I would like to thank His Excellency the President for giving a very nice Speech. Why do I call it nice? That Speech was not political. That Speech tried to address issues affecting Kenyans - poverty, unemployment, corruption and a new Constitution. A lot is being done to improve the infrastructure. Over the weekend, I was at a place called Rioma. The residents of that area never thought they would have electricity in their homes. On Sunday, we switched on three rural electrification projects in the constituency. The people of Rioma always thought that electricity is only for towns. That place is about 30 kilometres from Kisii Town. That is something that can be seen. If I cannot call that development, then I do not know why I am in Parliament.
