  • 1 Dec 2016 in National Assembly: Thank you, Hon. Temporary Deputy Speaker. I rise to support this Motion. Let us approve it because it bears heavily on our country if global warming is not controlled. When I was young, there was snow on Mount Elgon. Today there is no snow there. I remember when I was in Form Three, we went out for a function at Mount Kenya. There was a lot of snow there. We could not get to the top because there was too much snow. As we speak, there is no snow. This country stands to gain a lot if we approve this ... view
  • 19 Oct 2016 in National Assembly: Thank you, Hon. Deputy Speaker, for giving me a chance to contribute to this important Report. I am sometimes surprised by Members of Parliament questioning qualifications of people who are better educated than themselves. view
  • 19 Oct 2016 in National Assembly: This House determines the policy of the entire country and makes laws that govern the entire country. This House makes financial decisions that affect the entire country, but how many of us are lawyers? How many of us are financial experts? How many of us are economists like myself? Some of us do not understand what a Masters in Business Administration means. They do not know the curriculum for that. Some of us do not understand that when you do a degree in Business Education, Economics or Business Studies, a lot of financial studies are covered. A lot of background ... view
  • 27 Jul 2016 in National Assembly: Thank you, Hon. Temporary Deputy Speaker. I want to thank the Mover of this Motion for bringing it to this Parliament. Village elders are the basic structure of administration in this country. They take care of small disputes, differences among the population and tell the Government and security agencies if there are strangers who might come and mess our security. They have been doing this job before. Actually, my father used to be a village elder while my grandfather was a chief. Those days, whenever they solved a problem, they were given chicken or goats to feed on. These days, ... view

  • 30 Jun 2016 in National Assembly: So that we have a harmonious House, why do you not give him two minutes to wind up and then ask her to complete? view
  • 28 Jun 2016 in National Assembly: Thank you, Hon. Speaker, for giving me a chance to support this Bill. As Legislature, we should make sure that taxation is well applied in the service of our people. We need to demand every ministry or Government agency which gets money from our budgetary allocations, to give us tangible targets that we can measure at the end of the financial year. For example, they must tell us how they will contribute towards the improvement of the economy, and how many employment opportunities they will create for our youths, who have completed their studies and are idle in the countryside. view
  • 28 Jun 2016 in National Assembly: We have allocated Kshs1 billion to the Senators for their work. We can create a similar amount of money for the National Assembly Members. They have an oversight role. We should seek information from our people on whether we are serving them well or not, or whether the amount of money we have allocated to various agencies is serving them. It will take us about one hour to bring an amendment here, and we allocate Kshs3 billion to the National Assembly for oversight purposes. Each constituency will get Kshs10 million to do that job. We should not complain about the ... view
  • 28 Jun 2016 in National Assembly: We should look at that issue in the Supplementary Budget. We must empower the Members of the National Assembly to execute their mandate. Some funds have been allocated to the Ministry of Education, Science and Technology. That is not enough. There is a deficit of 85,000 teachers in our country. The amount of money we have allocated to that Ministry can only employ 5,000 teachers. So, we will continue to have a deficit of 80,000 teachers in the country. We need to look into how we can increase that allocation, and improve the staffing of teachers in our schools. view
