Let our committees execute their mandates. If you are a member of a committee, and hon. Speaker you need to put this across, and you are dissatisfied with the performance of that committee, bring us a Motion so that we discuss that committee and disband it. It is not good for a member of a committee to come here and say: “That committee failed the threshold”. What is he or she saying? Thank you, hon. Temporary Deputy Chairman. This is actually a very good Bill which can even solve some of the problems we have with Sarah Serem. That is because in the pecking order, she has pecked us at position number 43. As you know in Kenya, we have Senior Assistant Secretaries. Hon. Temporary Deputy Chairman, the Cabinet Secretary (CS) should be upgraded the same way we have been upgraded because we are second in command to the Speaker. However, I do not see the Deputy Speakers here. We should provide a position for them because they are actually our bosses. Finally, we should thank hon. Keynan for being intuitive and reasonable so as to bring us this far.

Hon. Speaker, there must be a purpose and objective of bringing this list to this House. Otherwise, if there was no purpose for this House to take up this matter and deliberate upon it, there would be no point in bringing it to the House and wasting our time. We must promote and enhance democracy. Democracy involves differing opinions. I really pity these young men, who have joined that party, which penalizes them every time. Hon. Speaker, what is wrong is that we are being told that we cannot discuss and make a resolution upon this matter and yet it has come to this House. It should have been decided by that party alone. The purpose for it to be brought here is for all of us to make a resolution, for instance, guarding our people against being messed up simply because they have differing opinions.

I rise to support this Motion on the following grounds: One, the Jubilee Government is committed to move this country to a middle income status if not a first level status income. You cannot achieve that level of development unless you ensure there is peace, food security, proper infrastructure, adequate and skillful human capital and land.
