I hope that will be applied to develop facilities such as Kenyatta National Hospital (KNH), which needs a lot of resources. I hope it will reach Kisii Level 6 Referral Hospital, which was recently declared so. I wonder why my colleague from Kisii was unhappy that we asked the President to give us Level 6 a referral hospital. He said that was wrong. First, I want to thank the Public Investments Committee (PIC) under the leadership of the indomitable hon. Keynan. We cannot create accounting officers for every department in the Kenyan Government. If we create an accounting officer for the National Police Service, why can we not then create for Prisons, the Kenya Defence Forces, teachers or nurses? The most important thing is to make our Government effective, such that the accounting officer for in the Office of the President in charge of administration should be made to be more effective and aware of the problems that arise in police stations throughout the country. We do not want to subject our professionals in the police force to people who do not know anything about the profession. I support the amendment proposed by the MP for Marakwet so that we have a body that makes decisions for the police force.
