  • 25 Feb 2014 in National Assembly: She is a great girl. I am sure, after I talked to her, she will perform the work of a Commissioner of the Parliamentary Service Commission to the benefit of the Members of this Parliament. That is what we want. She respects people; she respects Members of Parliament and she is not like some of the Commissioners who have no regard for this Parliament. Really, I should not say much. We should have appointed these people like yesterday. In fact, if we were meeting on Monday, we should have appointed them on Monday. Mine is just to urge and persuade ... view

  • 19 Feb 2014 in National Assembly: Hon. Temporary Deputy Speaker, thank you for giving me a chance to contribute to the Bill. I thank hon. Sakaja for coming up with this idea. He seems to be a person full of ideas, some of which have propelled TNA and URP to the presidency. Now, I also urge him not to stop at this. He should continue bringing these nice ideas to the Floor of the House so that we can make laws that can assist our people. Many developing countries that are moving to the next level are being inspired by these kinds of Bills and by ... view
  • 19 Feb 2014 in National Assembly: Thank you hon. Speaker for giving me a chance to contribute to this Motion. We should thank you for allowing us to discuss this matter. I am not a legal person. I am a normal citizen of this country and over the years I have learnt what each branch of Government does. One thing I have learnt in my four entries on the Floor of this House is that the courts cannot injunct the Legislature. They cannot, the same way you cannot stop them from making their decisions in the courts. view
  • 19 Feb 2014 in National Assembly: Hon. Speaker, the matter before us is a matter between the Senate and the governors. The previous Parliament, I am sure maybe was asleep like I was sleeping a little while earlier, gave the governors some sense of importance beyond what they are. Two or three weeks ago one of the governors said we have got 48 equal governments in this country. That is to say that governor, who is the chairman of a council, is equal to the President of the Republic of Kenya. Do you understand? The Judiciary is trying to promote that. view
  • 19 Feb 2014 in National Assembly: Hon. Speaker, the Senate is there to oversee the devolved governments. If they fail to do that, who will do that job? This House is there to tax Kenyans so that they can provide services to Kenyans. Will we be allowed to tax Kenyans and give money to the devolved governments which have refused to work with the Senate? view
