Hon. (Dr.) Nyikal has said, for this country to develop from third world to first world, we must have people with technical skills; not necessarily with PhDs. I think it is much more important for this country to have people with technical skills. We should thank the Government for coming up with this policy on TVET. When I joined the 7th Parliament that is when Hon. Shikuku and Hon. Orengo could speak for even two weeks. There is one time I really wanted to contribute on a major Motion touching on coffee production in the country, but Hon. Shikuku spoke for the entire week. He started again the following week. I complained to Hon. Speaker, Kaparo, on how one person could speak for two weeks when I wanted to put my input, but I was told that I was a mono. Therefore, I should not raise that kind of a question.
