They go to their homes in the evening without a penny and see their children dying. Are they going to lie down there, wait and watch their children dying? It is not humanly possible to do so. Mr. Speaker, Sir, will I be in order to suggest to the Vice-President and Minister for Home Affairs to prepare a duty roster for Assistant Ministers to be answering 1852 PARLIAMENTARY DEBATES June 19, 2007 Questions here, so that we do not have to defer Questions? This is a perennial problem. It seems that we will not overcome it unless we prepare a duty roster for Assistant Ministers.

Mr. Temporary Deputy Speaker, Sir, is the Minister in order to tell us that these people came here under the World Bank contract, when in fact, the Government agreed for them to come to this country with little or no experience in the energy sector and displaced an MD who was appointed by none other than the President of Republic of Kenya? Is he in order to embarrass us to such an extent?
