We put billions of shillings into the Kenya Defence Forces (KDF) and the National Intelligence Services (NIS). In many countries, you cannot send your soldiers to use roads when you know they are dangerous. How many soldiers have died because of IEDs? Those are matters that can be detected. That car floated on the ocean for almost 20 minutes before it sank. People were just screaming and looking. Policemen and divers were there. I wish to state categorically that I oppose this Bill. The major reason is that we have enough laws in this country, including the Constitution that allows corruption to be fought in all corners. I say that because if you look at Chapter Six of the Constitution, it talks about integrity and holders of offices who are either State officers or public officers.
