  • 15 Jun 2017 in National Assembly: Thank you, Hon. Speaker for making that correction, especially for Members who have been with me for a long time but cannot pronounce the name “Emurua Dikirr.” Most of the Members will say “Emua Dikirr” while others will say “Emurua Dik Dik” like the Member for Muhoroni has said. The correct pronouncement of the name of my constituency is “Emurua Dikirr”. I must also take this opportunity to thank God, the people of Emurua Dikirr, you and my colleagues for this great opportunity in serving this country. I am a proud Kenyan who has served this country diligently and without ... view
  • 15 Jun 2017 in National Assembly: In this House, I also met very many friends. I met people like Hon. Duale, the Leader of the Majority Party, although he was cheeky and always arrogant. Still he has been a good friend. I met great debaters like Hon. Jakoyo Midiwo, who I would wish to see back here. I also met people like Hon. Millie Odhiambo, great ladies who made this House lively. We are all praying that we come back. On top of that, I came to realise that there are very many Members in this House who played the role of sycophancy. They did not ... view
  • 13 Jun 2017 in National Assembly: Thank you, Hon. Speaker. I am humbled by the great name you have given me. Obviously, this Parliament is coming to an end. We have been very great friends in this House. I know you will be coming back again as the Speaker. Obviously, the Member for The electronic version of the Official Hansard Report is for information purposesonly. A certified version of this Report can be obtained from the Hansard Editor. view
  • 13 Jun 2017 in National Assembly: Emurua Dikirr will also be coming back as a Member of the National Assembly. We will meet again. I wish to thank the Chairman of the PIC, a Committee that I respect. We sit together and work together regardless of party affiliations. This is the only Committee I felt comfortable serving in because we were not coerced when carrying out our duties. We would discuss matters, deal with them and dispose of them. There was no arm-twisting either from State House or the Capitol Hill. We did our job as is required by law. I must thank the Chairman because ... view
  • 13 Jun 2017 in National Assembly: We looked at several parastatals which lost land. Even in this Report, many parastatals have lost their land and nobody is dealing with it. We recommended, as a Committee, that the CS The electronic version of the Official Hansard Report is for information purposesonly. A certified version of this Report can be obtained from the Hansard Editor. view
  • 13 Jun 2017 in National Assembly: for Lands, Housing and Urban Development should put caveats on suspicious land, which we know has been grabbed. When you look at most parastatals land like the Agricultural Development Corporation (ADC), the Kenya Pipeline Corporation (KPC), the Kenya Power and Lighting Company (KPLC) and others which are not in this Report, cases have been going on forever and people have developed the parcels of land. You find somebody has built storeys of houses and flats. Some people have built their own homes and still the cases are in court. Courts must also up their game by putting caveats on those ... view
  • 13 Jun 2017 in National Assembly: The other issue was that of titles. We found out that most of the parastatals do not have titles for the land their buildings are on. They should be given their titles. The properties should be given titles. Another issue is that of appointments especially of managing directors. We need to pass a law that these positions should be filled competitively by the Public Service Commission (PSC) so that we do not have a situation where people are just being appointed by one person and no vetting is done. We can agree that the State can appoint CSs and Principal ... view
  • 7 Jun 2017 in National Assembly: Thank you, Hon. Temporary Deputy Chairman. Forget about Chepkong’a. You know he is torn between here and there. He is facing a very serious crisis and he is really confused at the moment and we understand that. He belongs to the league of Jakoyo, not that of Ngeno. Hon. Temporary Deputy Speaker. I support this amendment. view
  • 7 Jun 2017 in National Assembly: Hon. Temporary Deputy Chairman, I think you are out of order. There are some of us who can never pass through some of those rigorous nominations. Hon. Duale and I are a special group who get direct nominations wherever they go; whether in Jubilee, the National Super Alliance or any other party. These are the people you cannot subject to nominations. How can you subject a whole Hon. Ng’eno to a nomination? view
  • 7 Jun 2017 in National Assembly: People like Hon. Chepkong’a and others have to go through the nominations, but not people like us. We just look for the 8.8 to be confirmed. view
