You will try again after five years. If you win, just come to this House and make laws, or go to your County Assembly, or whichever county government office and carry out the functions that the Constitution has assigned to that office. Let us not kill each other because of political competition. I urge our brothers in the Jubilee and NASA political coalitions to ensure that we handle our politics properly. We are brothers and we will remain brothers even after the general elections.

Thank you, Hon. Speaker. I also wanted to comment on a small issue which is in Elections-Related Regulations under part (v): The Draft elections (Party Primaries and Party Lists) Regulations, 2017. I thought you would give us guidance on the inclusion of party lists. I remember the last law we made here which was suspended by the court dwelt on the party lists. I do not know whether we are introducing the same thing or we are now going to discuss a matter which is pending in court.

Thank you, Hon. Temporary Deputy Speaker. I also support the Chairman, especially on the matter affecting the Revenue Allocation Bill. Senators rushed to court and sought interpretation of the Constitution but the Supreme Court just gave them an opinion on what they wanted to hear. The Constitution is clear on the functions of the Senate and the National Assembly, especially on matters of revenue. The National Assembly is supposed to divide the money between the two levels of government. The national Government then retains its share. We cannot share that role with them. They can only present a request to the Chairman of the Budget and Appropriations Committee, through the National Assembly, that they would like to add a certain amount of money to the money that has been given to the county governments. Hon. Temporary Deputy Speaker, we managed to build toilets using the NG-CDF kitty, and with help from some NGOs like World Vision. However, the County Government of Narok is claiming that it has built 1,500 classrooms in the whole county and yet there is not even a single toilet that it has built anywhere in the county. In my county, some contractors were awarded tenders to construct roads in the 2013/2014 Financial Year. The contractors constructed the roads, but they have not been paid up to date. I am talking about 2013/2014 Financial Year. So, what happened to the subsequent years? So, when somebody says that he has constructed roads in the county--- I heard him read that he has done a number of kilometres of roads, but the truth is that the contractors who constructed those roads are still being owed money by the county government.
