  • 26 Jan 2017 in National Assembly: Hon. Temporary Deputy Speaker, this country is turning into a man eat man society. We must prevent that as Members of Parliament. I urge my dear friends to oppose this Bill so that we do not allow the Government to auction the country to either rich citizens or outsiders. The next thing you will hear is that they are privatising some parastatals and selling them to the Chinese. You will be shocked. view
  • 26 Jan 2017 in National Assembly: We must allow these issues to come to this House. The appointment of commissioners should come to this House. Any parastatal the Commission wants to privatise must pass through here so that we ask our people whether they agree or not. If we allow them to just do it themselves and end at the Cabinet Secretary (CS) level, and it is done, then we are auctioning this country. I oppose. view

  • 25 Jan 2017 in National Assembly: Thank you, Hon. Speaker. Before I even make my contribution, I would like to say this is my first time talking in the New Year. I welcome and thank everybody including you. I congratulate you for moving to the New Year; the year of so many things; the year of opportunities, and; also the year which is scaring most people, especially in this premise. It is because we are also going to be facing another round of elections. I just want to wish everybody a happy New Year, a prosperous future and good and peaceful campaigns in this country. Secondly, ... view
  • 25 Jan 2017 in National Assembly: I also wish to support the area where it is talking about the proposal on creation of important or special units in police stations where police officers who are supposed to be handling these matters must be people who are properly trained to handle sexual matters. Because of time, anybody can just handle the issue in the way they know, but the evidence that is meant to have been used in courts of law will have been lost. This can happen because the person who was handling that case could not have been somebody who is properly informed on those ... view
  • 25 Jan 2017 in National Assembly: Thank you, Hon. Speaker. I would also wish to make a small contribution to this Bill because it is not a very long one. Investments and partnerships with private and public entities are very important and crucial. This is especially at a time when our country and counties are facing serious crisis on matters of management of the little resources we invest in them. It is high time we had a law that would cater for proper partnership. If you look at a few entities which already have PPP, you will find them making good money, the management is good ... view
  • 25 Jan 2017 in National Assembly: local and international partners who can help our counties grow. Look at the roads; they can engage private partners to do the roads and they will pay because there are very many activities that are going on those roads. Look at the universities; we could also engage private universities to partner with county governments so that we can have universities that are tailor-made to provide courses that are geared towards achieving what is in those counties. In counties which have oil, we should train people in courses geared towards those areas. In counties which engage in tourism, we should train ... view
  • 25 Jan 2017 in National Assembly: Hon. Temporary Deputy Speaker, these are things we need to learn as a country, public institutions and as a Government. Sometimes when we are employing these people we normally go for fishing expedition. We appoint CS or CEOs to parastatals from the private sector thinking they will bring those ideas. I remember we have had very serious CEOs who performed very well in private entities but the moment they are appointed to Government positions as CEOs or heads of particular departments they change totally. You wonder whether it was the same person who was managing a private entity. I think ... view
  • 25 Jan 2017 in National Assembly: I support this Bill. Even as we are doing this, we should also have a culture of patriotism that we belong to this country and we must do good for this and the coming generations. Thank you, Hon. Speaker. view
  • 25 Jan 2017 in National Assembly: Thank you very much, Hon. Temporary Deputy Speaker, for giving me this opportunity to make my contribution on this Motion. I am a saddened Kenyan for so many things that are happening in this country on matters of security. Just like my brother the Mover of this Motion from those sides of Elgeyo, Marakwet, Pokot, Turkana and those areas which are prone to matters of cattle rustling, I think cattle rustling is the most primitive thing to happen in this country as we speak. Cattle rustling, cattle theft and all those activities are things that should not be happening in ... view
