Hon. Speaker, I was uncomfortable with some of the information that Members were trying to bring. When you go back to do selection, do not remove some of us basically because of that. The idea of appointing troublesome students to positions of prefects shows that the school is able to manage the problem. So, when you look at us, we might be what we are outside this House, but when we come to this House, I have been the most disciplined Member in this House more than anybody else, even more than Hon. Millie Odhiambo who has been dancing her ...

Thank you, Hon. Speaker for also allowing me an opportunity to contribute to this particular matter. I was once a Member of the NG-CDF Committee of this House. We would go round the country and assess the status of NG- CDF projects. There was a very serious issue which I noted during one of our visits. There were many stalled projects, especially in constituencies where there was change of guard in terms of the Member of Parliament. In most cases, when there is change of guard, the new Members initiate new projects which are, of course, in their agenda. Therefore, ...

Thank you, Hon. Temporary Deputy Speaker for giving me this opportunity to contribute to the appointment of a commissioner to the SRC. The SRC is a fundamental Commission in our nation. It looks into the issue of our salaries by doing proper analyses of how State officers, civil servants and anyone else employed by the Government earns their pay. I have no problem with this lady; she is young, learned and smart. She is also a media personality. I believe she is up to the task that is a head of her. When you look at the national Police Service ...

officer and who has gone through the myriad issues that the police go through, so that they can defend and champion for the police. Now we have a nominee who does not even understand what a police officer faces when he is sent to the north-eastern part of Kenya or to borders. They do not understand how the police sleep or how they spend the little money they get. There are so many issues that police officers normally face. I was expecting that we would pick somebody who understands the plight of police officers. When a representation from the Parliamentary ...

Thank you, Hon. Temporary Deputy Speaker, for allowing me this opportunity to make myself heard on this particular issue. I think the introduction of Uwezo Fund, Biashara Kenya Fund, Women Enterprise Fund and Youth Enterprise Development Fund was specifically meant to look at how our youths could access funds without using very stringent means, but through means which would obviously enable them access this money without necessarily having to produce many things as banks normally ask for. Remember, if you want to borrow a loan from any bank in this country you must either have a title deed, a log ...

run at the Constituency level and they claim that some people have taken it. It is good to know or make it clear that there have never been more allocations to this Fund. The introduction of Biashara Fund was intended to collapse the Youth Fund, Women Fund and the Uwezo Fund into one entity so that we can be served from the same quarter. I supported the collapsing of all these Funds to make one entity so that we can have one central point where this money can be dispersed. However in the regulations, there is a part where, if ...

(Amendment) Act. It is intended to cure some of the bottlenecks that make the procurement process strenuous in our country. I do not want to speak much about it but I will look at a few amendments that have been proposed. I support them. They are geared towards making the procurement process easier. I want to speak on costing, which is part of the amendments. I do not know if it is Clause 5. It talks about a survey that is to be done by the head of procurement, especially on supplies and costing of materials that are supplied, procured ...

introduce an amendment that ensures that the period for undertaking a particular project is standardised. We know the time it takes to build a classroom or to construct a road. We should provide timelines. I appreciate how the Chinese undertake projects. The only problem with the Chinese is that when they come to our country they become corrupt. When they are in their country, they never steal even a single cent. You know why? It is because of the stringent rules in that country; like what my friend, the Member for Kisumu East, was suggesting. He suggested that corrupt people ...

Thank you, Hon. Temporary Deputy Speaker for giving me this opportunity to also make my contribution on this particular Amendment Bill. God gave us a very clean environment. We are the ones who have made the environment toxic and more dangerous. It is our responsibility because we are the ones who throw waste anywhere even within our environment like in areas we live in and even at our places of work. We have a careless behaviour. We do not care about the people who will occupy the places we have been sitting in. We do not care about how they ...
