Thank you, Hon. Temporary Deputy Chairlady. I wish to oppose the amendment because most of the people who are supposed to grant licences may use malicious grounds to deny some people licences. I have an example in my constituency where the Deputy County Commissioner woke up one morning and declared that security firms have Al Shabaab militants or were training Al Shabaab militants. There was no proper procedure to establish whether it was true or false. That amendment is very dangerous. I oppose it.

Hon. Temporary Deputy Chairlady, I totally oppose the amendment. In this country, there are no special people who should enjoy the right to carry guns while others do not. We are being told that some people may misuse guns. We have private citizens in this country who own guns. There are regulations which prohibit people from misusing guns. We are also talking about training. Police officers are trained for nine months but it does not mean that they are trained on how to misuse or use guns. On this matter of the environment, I think we not only need to have a Thursday, we also need to have something like a competition between counties. We need to assess which county is cleaner than others. This will encourage the governors and all the people working in the county governments to have a clean environment. Hon. Speaker, I support “General” Ababu Namwamba. I am saying this because in most cases, we have Motions through which we urge the Government to do one thing or the other. Those are the Motions which normally waste our time. When real Motions or Bills come to this House, we limit ourselves so that we cannot make serious contributions on them. I wish we could give ourselves enough time to look at the Budget and any other matter that is very serious, like amendments to a Bill and other serious issues.
