  • 21 Oct 2015 in National Assembly: Hon. Temporary Deputy Chairman, I would also like to support my colleagues. This is an authority dealing with particular areas in the country. Establishing offices of the Authority in every county will be a waste of taxpayers’ money. We will be running these offices in areas which are not going to be affected by drought. So, I support the Mover and oppose the Senate Amendment. Thank you. view

Just as I said in plenary, I tend to think that the National Drought Management Authority is a function of the national Government, although we know that disasters normally affect both governments. We also agree that these are matters which happen in counties. We also have issues to do with security and we have never amalgamated the security of counties with that of the national Government. In a situation where there is a security matter, we sit together and discuss how to curb it, but the question of management of security lies ... view

For a long time, we have been looking at the Court of Appeal as just a part of the court system. The introduction of the Supreme Court makes the Court of Appeal as a gateway to the Supreme Court. view
  • 15 Oct 2015 in National Assembly: It must also be understood that several cases have ended up in the Court of Appeal. Initially, people used to think that the Court of Appeal is just to deal with matters of law but, as we speak today, the Court of Appeal seems to be one of the most important levels in our judicial system. I would like to thank the Mover of this Bill because the management is being enhanced so that we can have serious accountability and a system that can allow those courts to work properly. That is very important. view
