I also support this particular Bill which is meant to cure the provisions of Article 47 of the Constitution which talks about the right to fair administrative action. I am also a believer of the rule of law. I believe that whichever actions we take whether in our positions as State officers or anybody who is occupying any State office must always be done within the confines of law.   • 15 Apr 2015 in National Assembly: Part II of this Bill talks about the quasi judicial functions which are normally undertaken. Members of the public usually encounter problems that have something to do with administration. Usually, they do not find places where they are supposed to address those problems. This Bill will assist the people whose rights are being trampled upon. These are people who are never given proper notification on how to get their rights. view

It is quite important because it gives the people time. It binds the people who are dispensing these administrative actions to ensure that whatever actions they are going to take, they must inform or notify the people who are concerned in good time. The reason I am backing this Bill is that there are rights which nobody has been giving serious attention. An example I can give is the question of evictions. In the Constitution, there is a right for an eviction. If the Government wants to construct a road or build a factory, there is a right to evict that person and compensate him or her. We have the Adjudication Act which gives powers to the Committee to adjudicate and allocate people land and titles in the long run.   • 15 Apr 2015 in National Assembly: denies the people the opportunity to acquire land title deeds or any documents that show that the land belongs to them. Sometimes, the procedures which are used affect the people who live in those areas. I have an adjudication section in my constituency which was demarcated 20 years ago, but due to some weird procedures which were used by the adjudication committee, most of the people lost their land. The function of the courts is to interpret the law, either the Constitution or a legislation that is passed in this House. They cannot interpret it before it is concluded. The function of this House is to make laws. You cannot stop it in the process of making laws. Whoever went to court was ill advised.   • 14 Apr 2015 in National Assembly: Thank you, hon. Temporary Deputy Speaker. I also wish to pass my condolences to the families who lost their loved ones. The most saddening part of this situation is the way those children were killed and the slow death they underwent. I had four students from my constituency in that university college, who survived by God’s grace. When you hear the tales of how they survived the cruelty and the death that faced the students in Garissa, you just wonder what is happening in our country.   • 14 Apr 2015 in National Assembly: rescue our kids while police planes were being used to ferry girlfriends of some people in this country. We are very angry. I am one of those people who are very angry. The Head of State stayed put from 6.00 am, when he received information that Garissa University College had been attacked, up to 5.00 pm; as the children were being killed. I remember that when France was under siege, the airspace of that country was closed. There was no plane flying yet it was only six people who were killed.   • 2 Apr 2015 in National Assembly: Thank you, hon. Deputy Speaker. I am very saddened especially with the situation that the country is facing now. As we speak, terrorists are holding several Kenyans hostage. Terrorists have killed more than 70 young Kenyans. I wish to pass my condolence to the bereaved families. Before I even support this Motion, I want to say that sometimes, we as Members of Parliament, when such happenings occur--- Kenyans are mourning while an hour ago, we were busy voting and doing some business in this House, which is not even taking this country anywhere.
