  • 11 May 2021 in National Assembly: The first thing I need to mention is that the Committee has done an amazing job. In fact, the biggest job the Committee has done is to bring our laws up to speed with what the world is doing today. Drugs, narcotics and psychotropic substances is an emotive issue for good reason. If left unattended to, peddlers, dealers and other people making business out of drugs can run this country awash with drugs and destroy an entire generation. It is in that respect that I stand to support the work that has been done by this Committee in bringing the ... view
  • 11 May 2021 in National Assembly: As we talk about the bad things that should not find their way to the market, we should also be looking at the good things that should find their way to the market. So in this Bill, as we penalise the illegal substances, we also need to start making a distinction between what is illegal, what is harmful and what should be legal and is not harmful. What the esteemed ranking Member, Hon. Maoka Maore has said is important to this House. There should be a distinction between what is called marijuana and industrial hemp. These are two extremely different ... view
  • 11 May 2021 in National Assembly: When it comes to Committee of the whole House, I will move some amendments to the Bill that will seek to make a case for substances that are not harmful, should not be illegal, but would be meaningful, not only to the health of the people of this country, but also a big boost to the economy. I am talking about the industrial and medicinal use of hemp as a product, and the distinction between hemp and marijuana . view
  • 11 May 2021 in National Assembly: Thank you very much, Hon. Temporary Deputy Speaker. I respect the time. I will pick it up from there in the next session. view
  • 6 May 2021 in National Assembly: Hon. Speaker, on behalf of the people of Dagoretti South Constituency, who expressly expressed their will when the signing of the signatures was being done for the BBI and emerged the last in signature collection, I conscientiously vote no. view
  • 28 Apr 2021 in National Assembly: Thank you, Hon. Speaker. I understand that quite a number of the issues I had have been raised. So, I will not go back to them. Mine is on the preliminary direction that I want to seek. I want to be informed by science and not to gloss over the issue of time. Scientifically, I understand that an individual reading at normal speed can only read 4 pages in 16 minutes. The time that we received this Report is this afternoon. I know that you have already commented on this, but we are running into a problem like what the ... view

  • 30 Mar 2021 in National Assembly: Thank you, very much, Hon. Speaker. While a number of Members have spoken, there has not been a voice heard from Nairobi City County which is the most affected by some of those measures that have been put in place. As I rise to support this Motion, I think it would be sacrilegious of me, to not congratulate you for clarifying on the announcement that was made by the President. This is because it needs to go out there to the world that only this House can manage its calendar. What you have said here this afternoon has gone on record ... view
  • 30 Mar 2021 in National Assembly: Secondly, it is important for us to speak to the Government and say that this is not the time to undertake vanity projects. At this time when resources and time are scarce, it is important to invest in the most important life-saving survival projects. In the City of Nairobi today, we have major projects going on under the Nairobi Metropolitan Services. However, a dead person cannot feed on a cabro. We need to ask what the plan is. We are locking down now. Locking down the five counties that we have mentioned is actually locking down the entire country! When ... view
  • 30 Mar 2021 in National Assembly: Nairobi and Kiambu, you have locked the northern part of Kenya. When you lock Nakuru, you have locked up the western part of Kenya. When you lock Machakos and Kajiado, you have locked down the Coast. So, what is the plan going forward? The announcement did not come clear. If there was a plan, this would have been the time to vaccinate the people in the disease infested zone. The few vaccines that are available could have actually been dedicated to this zone. view
