  • 11 Feb 2021 in National Assembly: Thank you very much, Hon. Speaker. While the Whip of the Minority Party was still on the Floor, I needed some clarity to know if he was in order to promote this Bill as his own. As has also been mentioned by the Leader of the Majority Party, this Bill is being proposed by Hon. Junet and a former Member of Parliament, while we very well understand that this Bill is being funded from public coffers. We would like to know for sure who the promoter of this Bill is and how it becomes an interest of debate where we… view
  • 22 Dec 2020 in National Assembly: Thank you very much, Hon. Temporary Deputy Chairman. I was proposing a deletion to the amendment to Section 17. The reason is because the proposed amendment in the Bill that is meant to allow a registered person who is a manufacturer to make a deduction for input tax with respect to taxable supplies made to an official aid-funded project is a matter that can be dealt with administratively. However, the other reason that I was proposing for the deletion of this amendment is because in the Report that we received from the Committee, we have some minutes from the Committee ... view

  • 22 Dec 2020 in National Assembly: Hon. Temporary Deputy Chairman, I believe that no one holds brief for me, not even the Leader of the Majority Party. I cannot be gagged especially by an individual who enjoys a lot of airtime on the Floor of this House. My point was that even in the Report that we got from the Committee, there was a recommendation by the National Treasury itself saying that by putting this amendment, we shall be losing close to Kshs12.6 billion that would have gone to the Exchequer. However, I had a discussion over lunch with the Hon. Chair of this Committee and ... view

  • 26 Nov 2020 in National Assembly: Hon. Speaker, I would like to seek your guidance on an issue that I would like to raise as a procedural matter. I do notice that in our Order Paper today, we have a business that has been laid up for canvassing on this Floor, which is a Motion on Inquiry into the Utilization of the Funds Appropriated to the Ministry of Health in the Financial Year 2019/2020 for the COVID-19 pandemic. view

  • 26 Nov 2020 in National Assembly: Hon. Speaker, I am very well guided. I will wait for the Motion to be called and then I shall say what I want to say. Thank you, Hon. Speaker. view

  • 26 Nov 2020 in National Assembly: Hon. Speaker, I would like to seek your guidance on this matter. I rise under Standing Order No.1 asking you to use your discretion to determine whether we are in order to be receiving this Report from the Departmental Committee on Health, given that this is a matter of national interest. Kenyans want to know what has been happening at the Kenya Medical Supplies Authority (KEMSA). There is an ongoing investigation by the Public Investments Committee (PIC) on matters that are about to be reported on. I had an opportunity to look at the Report of the Departmental Committee on ... view
