  • 8 Jun 2022 in National Assembly: Hon. Speaker, I beg to move that the Higher Education Loans Board (Amendment) Bill (National Assembly Bill No.37 of 2020) be now read the Third Time. view
  • 8 Jun 2022 in National Assembly: I request Hon. Kwenya Thuku to second. view
  • 8 Jun 2022 in National Assembly: He is youthful enough. view
  • 8 Jun 2022 in National Assembly: On a point of order, Hon. Speaker. view
  • 8 Jun 2022 in National Assembly: Thank you very much Hon. Speaker. I similarly rise to raise a constitutional issue. The rostrum that I am standing on is actually Article 201 of the Constitution; and because Hon. Kimani Ichung’wah had gone deep into it, I will not read it verbatim. But my prayer is actually that you would get time to just analyse all these amendments that are being brought in by the Committee, and amendments that are being brought by individual Members of Parliament so that you can identify the ones that go against the Constitution and expunge them from this Bill. Hon. Speaker, this ... view
  • 8 Jun 2022 in National Assembly: cannot be put to a vote. So, this is not a matter of putting it to a vote as either yes or no; this is actually a constitutional matter. Hon. Speaker, to my mind, the Bill before us is actually the Private Universities Bill, or even worse, the Death of the Public Universities Bill. For this, I do not see the hurry as to why we should be prosecuting it in the 11th hour of this 12th Parliament, especially with the raft of amendments or the plethora of amendments that need to be put to this Bill. In fact, when ... view
  • 8 Jun 2022 in National Assembly: So, my prayer is that you can consider the constitutional issues that have been raised here; the process issues that have been raised here; the issues that have to do with the disenfranchisement of students that would happen if we pass this Bill. Most importantly, you can have a look at all these amendments and see that I would be right to say that this Bill is right for re-publication because it has too many amendments. Actually, if we go into the Committee of the whole House, we shall be re-writing an entire Bill. Hon. Speaker, I shall stand to ... view
  • 7 Jun 2022 in National Assembly: Hon. Speaker, while I agree that the Member for Shinyalu has the right to call for end of debate at any point, I have to remind him that this is probably the most important business that this House will be undertaking before we close sine die, and the fact that even tomorrow in the headlines, you can be sure they will be reading that this House has actually lifted the borrowing cap for this country to Kshs10 trillion and un-procedurally so. Hon. Speaker, allow me to just prosecute my points and then we can handle the matter that has been ... view
  • 7 Jun 2022 in National Assembly: that country, and that is where we are headed because we were borrowing prudently in the Kibaki Government. We had a semblance of sensible borrowing in the first term of the Jubilee Government. But by the time we were getting into the second term of the Jubilee Government, our borrowing had actually gone haywire. That money that we are borrowing in such a manner is actually a debt that we are putting on the future of this country. Economic cycles have proved that any economic boom driven by debt is normally followed by a very major slump and the slump ... view
  • 31 May 2022 in National Assembly: Hon. Speaker, it is not in my nature to come to the House this late. It only happens that this is the day I got the slot to go and get cleared or nominated by IEBC and so, I was racing from Dagoretti South so that I can catch this debate and put in my word to it. The first thing I would like to do is appreciate the work that has gone into preparing this Report. To quote and paraphrase you, this is actually very important business because it sets the pace for the 13th Parliament. I was honoured ... view
