  • 24 Apr 2019 in National Assembly: Hon. Temporary Deputy Speaker, I really appreciate this opportunity to contribute. I rise to reign in on this very important and critical business and add my voice to this debate on the President’s State of the Nation Address. The electronic version of the Official Hansard Report is for information purposes only. Acertified version of this Report can be obtained from the Hansard Editor. view
  • 24 Apr 2019 in National Assembly: The President presented three reports to this House. There were reports on national values, our international obligations and the state of the national security. The President’s address was very poetic in its presentation. What I captured from the Speech are the words he said that there is no turning back. If there was a heading for the Speech that he gave, it would be: “There is no turning back”. He enumerated a number of things that he is not turning back on and this country is not turning back on. We are not turning back on the economic transformation of ... view
  • 24 Apr 2019 in National Assembly: The President said that the reason why we, as a country, cannot turn back is because he wants this generation to bequeath a very stable country to the generations that come after us. As a Parliament, we should pick the baton from where the President left it. The President said that he intends to deliver in this country. This House should also deliver on the promises that we give to the next generation. For us to do that, we need to look at what impedes development on these issues. The biggest impediment to the development of the economy in this ... view
  • 24 Apr 2019 in National Assembly: I am making an offering on the Big Four Agenda. The National Treasury has to do better than what we saw on the Budget Policy Statement (BPS). We can only put our money where our plan is. Otherwise, the Big Four Agenda might just be dead on arrival. What we are looking at is a National Treasury that is not innovative enough. We are not seeing any major policy shifts that would inform the development of the key sectors in the Big Four Agenda. On fighting the enemies of Kenya, I would like to offer to this House some words ... view
  • 24 Apr 2019 in National Assembly: I believe we can do better on the issue of equity. I also want to talk about devolution in this country. We need to see where the monies that we give to the counties through our Division of Revenue Bill are invested. There was a pronouncement that was made in Nairobi that development should be done first in Eastlands before it gets to the western part of Nairobi. I want to call upon the Senate to look into how monies that are allocated to these counties are being used so that we get equity. view
  • 24 Apr 2019 in National Assembly: Finally, it is incumbent upon this House to walk the path that was enumerated here by… view
  • 23 Apr 2019 in National Assembly: Thank you, Hon. Temporary Deputy Speaker for this opportunity. I want to congratulate Hon. Rasso for such an eloquent and well-rounded presentation to the House. I second Hon. Rasso. The relationship between the ACP countries and the EU countries has traditionally been viewed as one between the colonisers and the colonised. It is at this point, as we present these Reports, that we see a great opportunity in relooking at the landscape in which the African, Caribbean and Pacific countries relate with the EU countries. This great opportunity presents itself in the way that the African, Caribbean and Pacific countries ... view
  • 23 Apr 2019 in National Assembly: One of the recommendations that had been brought to the fore is caucusing of regions and presenting themselves individually as regions before the EU. With the continued debate, it is coming out that African, Caribbean and Pacific countries want to continue dealing with the EU as a bloc. They do not want to go to an area that will be viewed as a grey area of the divide and rule tactic. Kenya has a great opportunity here to lead on behalf of the continent. At this juncture, I take the earliest opportunity to say that the leadership in this House ... view
  • 6 Mar 2019 in National Assembly: Thank you very much, Hon. Speaker. Rather than defer this Question, because I have this opportunity, I will ask it in this format. I am sure the Cabinet Secretary will respond adequately even in the format it is. view
  • 6 Mar 2019 in National Assembly: Hon. Speaker, my Question is directed to the Cabinet Secretary for Transport, Infrastructure, Housing and Urban Development: (i) Is the Cabinet Secretary aware that Kikuyu-Wanyee-Riruta-Kinyanjui Crescent Road in Dagoretti South Constituency, which had been earmarked for repair, is still in a deplorable state and no works on the said road has started? (ii) Are there plans in place to ensure that the said roads are rehabilitated? view
