Thank you very much, Hon. Speaker. I would like to commend the Petition that has been brought by Mr. Gaya. When the Committee is considering this Petition, they should consider two matters. The first one is an issue to do with over-investment in the centre. Sixty years after Independence, we should not be talking about some areas being hardship areas. Secondly, the Committee should also make recommendations on which State agency should take up this matter because the zoning of hardship areas should not just be limited to far- flung areas. Thank you very much, Hon. Temporary Deputy Speaker. I do stand to support the Committee’s Report that we annul these Regulations in their entirety. It is not the hobby of Parliament to be annulling Regulations. This House does not enjoy taking work back to Committees, which then take them back to the relevant Ministries. However, these Regulations had been crafted in such a way that they have been faulted by the Committee on Delegated Legislation.
